I. Description of Requirement:
The contractor shall provide all labor, material, equipment and transportation in order to successfully provide the following services, as described below:
It is anticipated that an single award IDIQ contract will be issued for the removal of sludge and excess influent from a wastewater treatment plant at Jacobs Creek Job Corps CCC. The wastewater treatment plant is a Titan Membrane Filtration plant. The untreated influent must be periodically removed during heavy rain events and when the membranes are undergoing routine cleaning.
Aerobically digested sludge from the treatment plant is to be processed in compliance with State of Tennessee Rules of Department of Environment and Conservation, Division of Ground Water Protection, Chapter 122-1-6, Regulations to Govern Subsurface Sewage Disposal Systems. All sludge and wastewater removed from the Center under this contract shall be disposed of by the contractor in accordance with Federal, State of Tennessee, and local regulations. For each truck load pumped, the contractor shall grab and provide a sample to the wastewater treatment operator to submit for State required testing.
Estimated yearly pumping (in gallons): 30,000 routine pumping/400,000 emergency pumping
II. IDIQ Minimum and Maximum Limitations.
A guarantee of a minimum amount of waste to be pumped by the contractor each year will be 100,000 gallons. Historically, emergency pumping has ranged from 500,000-720,000 gallons in winter 2019-2020 and winter 2018-2019 respectively. The center is continuing efforts to control infiltration and inflow into the sewer system, therefore it is expected that the emergency hauling requirements will decrease. The emergency hauling requirements typically occur September – April.
The prices shall be quoted at a cost per gallon of removed waste. The per gallon cost shall be inclusive of all activities necessary to remove waste, including, but not limited to drive time, fuel, vehicle maintenance, Personal Protective Equipment, licensing, safety and spill prevention plan development, and disposal costs. The vendor shall bill for services solely as a cost per gallon, and no other costs will appear on the submitted invoices.
A. Yearly minimum is 100,000 gallons.
B Yearly maximum is 720,000 gallons.
III. Task Order Instructions
Prior to any work being accomplished on this contract, the contractor will provide documentation to the Contracting Officer of the locations and names of the Certified Wastewater Treatment Facilities that will receive the pumped wastewater. The contractor shall provide copies of receipts from the location(s) at which the sludge is disposed upon request, or on a quarterly basis, whichever comes first.
Upon notification of a routine pumping requirement, the contractor will be contacted a minimum of three (3) business days prior to the date that pumping is required. There will be occasions were emergency pumping is required. The contractor shall include pricing for emergency pumping that will occur within twenty-four (24) hours of notification by the Center.
On the day of completion of emergency pumping, the contractor shall provide notification to the Contracting Officer's Representative by email reporting the number of gallons hauled.
Designated Points of Contact at the Center will be allowed to schedule the pumping. The Task Order will be placed by the Contracting Officer.
