SECTION B – CONTINUATION OF SF-1449

OBJECTIVES:

The objective of this project is to effectively continue noxious weed management and treatment during the growing season through the use of chemical controls within the known and discovered noxious weed infestations on the South Zone Boise National Forest, Mountain Home and Idaho City Ranger Districts, treatment areas. Treatment areas will be focused within critical winter range and spring-calving habitat associated with designated motorized and non-motorized trail networks. Critical winter range habitat was burned in the 2013 Pony Fire northwest of Mountain Home, ID. Work will be associated with the Danskin Trails motorized trail network. Spring-calving habitat treatments occur in the Crooked River and Beaver Creek basin near Idaho City, ID, which was burned in the 2016 Pioneer Fire. Work will be associated with the Park and Ski non-motorized trail network managed in partnership with Idaho Department of Parks and Recreation for 4-season non-motorized recreation access. Secondary effects of the fire include the increased risk of weed establishment and spread in post-fire areas. EDRR (Early Detection and Rapid Response) protocols for detection and treatment will be applied using herbicides. The overall objective of this project is to restore forest, rangeland and watershed health within post fire areas.

SCOPE OF WORK:

Fire-produced disturbances directly favor colonization of new and survived noxious weeds. Early detection and treatment of small noxious weed patches in a burned area is crucial to prevent or mitigate establishment of noxious weeds, and to establish or maintain healthy plant communities. If noxious weed infestations are allowed to become large-scale, the infestations can persist and become very difficult and expensive to manage.

Also, since the seeds from noxious weeds can remain viable in the soil for several years it is critical that burned and adjacent areas be surveyed for noxious weeds and treated for several years post fire.

This work consists of noxious weed management and treatment during the growing season through the use of chemical control on the Mountain Home and Idaho City Ranger Districts specifically within known and discovered weed infestations. See attached maps for identification & site information. Any Idaho State listed noxious weed population found within the treatment areas may be treated. However, in the event available funding will not allow for treatment of all known or discovered infestations, priority will be given to Idaho State listed species that are of particular local concern, specifically, spotted knapweed, diffuse knapweed, rush skeleton weed, white top, canada thistle, scotch thistle, and jointed goatgrass.

Additionally, a global positioning unit (GPS) will be used (provided by the contractor) to record areas of treatment by species. New infestations encountered will be inventoried using GPS, and then treated according to the specifications.

The contractor will provide transportation, supervision, labor, operating supplies, appropriate herbicide as specified below, sufficient amounts of dye, surfactant, and incidentals.

LOCATION AND DESCRIPTION continued:

1. Mountain Home Danskin Trail Noxious Weed Treatments: This treatment area includes approximately 137 acres of noxious weeds located at various locations along Danskin trail #300, Danskin trail #316, and Danskin trail #500. FS trail number 300 is approximately 7 miles long and intersects other motorized FS trails in the area. Weed acres surveyed, treated and monitored would be approximately 37. FS trail number 316 is approximately 4 miles long and intersects other motorized FS trails in the area. Weed acres surveyed, treated

Solication 1204LR21Q0021 Page 5 of 46 and monitored would be approximately 25. FS trail number 500 is approximately 12 miles long and intersects other motorized FS trails in the area. Weed acres surveyed, treated and monitored would be approximately 75.

2. Idaho City Park and Ski Trail Noxious Weed Treatments: This treatment area includes approximately 148 acres of noxious weeds (about 28 miles of non-motorized trails) located at various locations along the following trail system #s: 700, 701, 703 ,704, 705, 708, 711, 716, 717, 721, 278, 279, and non-motorized road #s: 362D5, 362F4, 362G6 362G8, 362G9, 385B1, 385C, 385D, and 541.

ACCESS to Danskin Trail and the Park and Ski Trail Noxious Weed Treatment Areas:

The locations of the various weed infestation sites are shown on the attached vicinity and site maps.

1. Danskin Trails area – This area will be limited to using ATV’s with mounted sprayers. The terrain is variable throughout the treatment area, gentle and rolling at some sites while steep and rocky at others.

Newly identified infestations within the treatment area will be inventoried (with GPS) and treated.

2. Park and Ski area - The trailheads are easily accessible by two or four-wheel drive vehicles and then this treatment area will be largely limited to hiking or using livestock (horses, mules, goats etc.). Some trails may be accessible by ATV with prior approval. The trailheads are not included in this scope of work since they are being treated by a different entity. Backpack pumps will be necessary for all of the applications. The terrain is variable throughout the treatment area, gentle and rolling at some sites while steep and rocky at others. Newly identified infestations within the treatment area will be inventoried (with GPS) and treated.

DRIVING DIERECTIONS:

Danskin Trails area – Off of I-84, take Blacks Creek Exit (#64) and head north approximately 15 miles to the Bender Creek Trailhead. The beginning of the treatment area starts one mile up trail #300 from the trailhead.

Park and Ski area – From Idaho City head north on Hwy 21 approximately 15 miles to the beginning of the treatment area.

PERIOD OF PERFORMANCE:

Work shall begin no later than May 30, each year but could start as early as May 15 depending on the plant phenology of noxious weeds. The contractor shall complete work on all bid items no later than September 15, of that year. Work periods may be adjusted if weather conditions or plant phenology require a change.

Working on weekends and holidays is acceptable with the exception of sites, such as campgrounds, that receive heavy recreational use on weekends and holidays.

The following precautions are partly derived from the Pesticide Discharge Management Plan and Pesticide Use Proposals for the Boise National Forest:

• Do not apply directly to water or to areas where surface water is present below the mean high-water mark.

• Individual rosettes will be sprayed.

Solication 1204LR21Q0021 Page 6 of 46

• Bare ground and non-target vegetation will not be sprayed.

• Known infestations on private land will NOT be treated by the contractor.

• Herbicide application rates and distance from water will be consistent with the Pesticide Use Proposals and current herbicide label. -Table 1.

• The specific weed species, timing, and treatments are identified in Table 2.
