Description of Requirement
The Contractor shall supply all labor, supervision, equipment, supplies, and services necessary to perform snow clearing for the Mt Adams Ranger District Compound as stated in Paragraphs 8 and
9. The Contracting Officer’s Representative (COR) / Government Technical Monitor (GTM) will inspect all completed work according to the requirements therein.
The Base Year of this contract is expected to run from September 1st 2023, through August 31st 2024.
Location
The Mt. Adams Ranger Station compound is located at 2455 Hwy 141 in Trout Lake, Washington, in Klickitat County. Trout Lake is located approximately 25 miles north of Hwy 14 via Hwy 141.

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of contract expiring.

452.204-70 Modification for Contract Closeout (DEVIATION JUL 2022)
Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to
FAR 13:
(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP procedures.) If the bilateral modification and Release of Claims are not returned to the CO within 60 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

452.228-71 Insurance Coverage (NOV 1996) (Alternate 1)
Pursuant to FAR clause 52.228-5, Insurance-Work on a Government Installation, the Contractor will be required to present evidence to show, as a minimum, the amounts of insurance coverage indicated below:
(a) Workers Compensation and Employer's Liability. The Contractor is required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit worker's compensation to be written by private carriers.
(b) General Liability. (1) The Contractor shall have bodily injury liability coverage written on a comprehensive form of policy of at least $500,000 per occurrence. (2) The Contractor shall have property damage liability insurance shall be required in the amount of $100,000.
(c) Automobile Liability. The Contractor shall have automobile liability insurance written on a comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and 500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage or loss.
(d) Aircraft Public and Passenger Liability. When aircraft are used in connection with performing the contract, the Contractor shall have aircraft public and passenger liability insurance. Coverage shall be at least $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger injury. Coverage for passenger injury shall be at least $200,000 multiplied by the number of seats or passengers, whichever is greater.

STATEMENT OF WORK
1. Scope of Work
The Contractor shall supply all labor, supervision, equipment, supplies, and services necessary to perform snow clearing for the Mt Adams Ranger District Compound as stated in Paragraphs 8 and 9. The Contracting Officer’s Representative (COR) / Government Technical Monitor (GTM) will inspect all completed work according to the requirements therein.
The Base Year of this contract is expected to run from September 1st 2023 through August 31st 2024.
2. Project Location
USDA Forest Service Gifford Pinchot National Forest Mt. Adams Ranger District Washington State (Klickitat County)
The Mt. Adams Ranger Station compound is located at 2455 Hwy 141 in Trout Lake, Washington, in Klickitat County. Trout Lake is located approximately 25 miles north of Hwy 14 via Hwy 141. Refer to Attachment 1.
3. Description of Work Areas
Mt Adams Ranger District Office Compound
District Office Compound is occupied year-round 7 days a week. The compound contains several administrative buildings, Shop/warehouse buildings, covered parking building, seasonal bunkhouses, residential houses and garages, a mix of paved, aggregate, and native surface roads throughout. Refer to Attachments 2, 3 and 4.
4. Snow Removal Requirements
Remove snow as required between September 1 through August 31. Snow clearing service shall be the responsibility of the Contractor when accumulations of snow meet performance standards in Paragraphs 8. Contractor shall provide plowing services within two (2) hours of notification by the COR. Contractor shall exercise good judgement during times of snowfall or storms so that duplication of plowing efforts does not occur.
The hours are estimated. The government will pay for actual hours of work for each piece of equipment. The government does not guarantee a minimum or maximum number of hours.
Contractor shall provide contact names and telephone/cell phone numbers of snow removal crew members to the COR within fourteen (14) days after contract award and update throughout contract duration as necessary.
5. Contractor Furnished Property
The Contractor shall supply all labor and supervision as well as supplies and equipment necessary to satisfactorily meet or exceed the performance standards of this contract. Contractor shall furnish all equipment, and other items determined to be needed for the performance of the work of this contract. All equipment must be properly guarded and meet all applicable OSHA standards. Equipment traction devices shall be designed to prevent damage to pavement and concrete.
Contractor’s hourly rate shall include equipment costs, operator wages, mobilization and all operating expenses associated with the performance of work relating to this contract.
If a piece of equipment needs repair and is determined unsafe by the COR, the Contractor shall immediately stop using the equipment.
The Contactor shall determine and provide personal protective equipment required for the safe performance of work. Protective clothing, equipment, and devices shall, as a minimum, conform to Occupational Safety and Health Administration (OSHA) standards for the products being used.
6. Government Furnished Property
None.
7. Contractor Responsibility
a. The Contractor shall provide all labor, materials, and equipment necessary for the protection of the public and protection of Government personnel, equipment, furnishings, buildings, and building accessories (such as parking lots, signs, etc.) from damage caused by the Contractor's negligence or operations. Equipment, furnishings, building and building accessories, and private property damaged due to work performed by the Contractor, shall be repaired or replaced to their original condition by the Contractor at no additional cost to the Government.
b. The Contractor must respond to all correspondence, e-mail, voicemail or otherwise within twelve (12) hours during the contract performance period, regardless of weather or site conditions.
c. Contractor is responsible for operating the equipment in a manner that is safe and within the capabilities of the specified equipment. The government assumes no responsibility for equipment damage or repairs for work which is within the scope of this contract. If Contractor believes any of the work is unsafe or falls outside the scope of this contract, Contractor shall notify the COR as soon as possible.
d. Contractor shall ensure all operators have sufficient skill and experience to perform the work assigned to them. Any operator who, in the opinion of the COR, does not perform the work in a safe and skillful manner, will be removed and replaced within 24 hours by the Contractor upon written request of the Contracting Officer.
8. Performance Work Statement
Snow Plowing at the Mt Adams Ranger District Office Compound
The areas outlined in red on Attachments 2 and 3– Mt Adams Ranger District Snow Plowing shall be cleared by 7:00 am to allow for residential and emergency vehicles egress and ingress.
In advance of work, COR shall establish work priority areas and the priority order in which to be plowed.
The following details apply:
a. Contractor shall identify all potential hazards prior to the start of snow removal season to protect government property, contractor's operations, and residential hazards.
Contractor shall mark all items they need to avoid when moving snow, to include but not limited to: curbs, sidewalks, signs, dumpsters, hydrants, barriers and other features or obstructions.
b. When snow accumulations reach 6 inches (6") or more of powder snow or 4 inches (4”) of wet heavy snow, the contractor must dispatch, in a timely manner, and perform snow-clearing, unless directed by the COR to disregard in advance, such as in events when the weather is rapidly warming or turning to rain. If one foot (12”) has, or is likely to, accumulate by the end of the day, the Contractor shall clear snow again if snowfall is heavy enough to require more than one clearing event in a 24-hour period.
If less than 1 foot (12”), what snow has accumulated can wait to be removed until the following morning. The COR may require and request additional snow removal at any other time at their sole discretion while remaining within the parameters of the Schedule of Items and available funding. It is the responsibility of the contractor to monitor both the weather forecast and site conditions.
c. All garbage dumpster approaches / access areas shall be kept free and clear of snow, and accessible to the sanitation company.
d. Snow shall not be piled where it will block sight distance at roadway/driveway intersections or block roadways.
e. Roadways shall be plowed to full width of the marked and designated roadway and no berms shall be left within the designated road widths after each plowing operation.
Snow berms shall be moved or pushed back into snow storage areas to prevent freezing solid and become ice berms on the plowed surface. All parking spots shall be clear of snow. Contractor shall not plow residence driveways.
f. Contractor will be required to remove snow berms at entrances created by others’ snow plowing operations.
g. Contractor shall submit and work under its company Safety Plan. The Plan is to be submitted after contract award and before the formal Notice to Proceed (NTP) is issued.
h. Government is responsible for coordinating and moving fleet and residential vehicles to allow for snow plowing operations. If vehicles are not moved, plow roadway areas around them.
i. Be sure that the plowing begins early enough to be complete by 7am, unless plowing is necessary in the middle of the day.
j. All snow moving operations of the contractor shall be conducted so as to minimize damage to soil, existing vegetation and any obstacles or structures not designated for removal. Any damage occurring to Forest Service property shall be repaired and the Contractor’s expense. Damage to personal property requires the Contractor to notify the COR and property owner as soon as possible.
9. Additional Snow Removal Guidance
Snow removal shall be done in a manner to preserve and protect the roads, to the extent necessary to ensure safe and efficient transportation of materials, and to prevent excessive erosion damage to roads, irrigation ditches, and adjacent lands.
Contractor shall:
a. Remove snow from the entire road surface width, including turnouts and parking areas.
b. Perform all items of snow removal to ensure safe and efficient road/parking access.
c. Do not undercut road banks nor remove gravel or other selected surfacing material off the roadway surface or shoulders.
d. Do not leave snow berms on the road surface or within the highlighted areas on Attachments 2 and 3. Berms on the shoulder of road shall be removed and/or drainage holes shall be opened to obtain satisfactory surface drainage to minimize discharge on erodible fills and surfacing.
e. Do not use dozers or any tracked equipment to plow snow on roads without written approval of the USFS.
f. Leave a minimum of two (2”) inches of snow depth on aggregate surfaces to protect the roadway.
g. Protect signs, guard rails, buildings, landscaping and any private or government property not listed in Paragraph 8.
h. Restore any damage resulting from the snow removal in a timely manner.
