SECTION C. DESCRIPTION/ SPECIFICATIONS/ STATEMENT OF WORK
Scope of Work
Description of Work:
The intent of this contract is to secure janitorial services and supplies, including, but not limited to, the cleaning of restrooms, floors, office areas, and other office spaces at the Inyo National Forest’s Lee Vining’s District Office.
Contractor Responsibility:
The Contractor shall provide everything – including, but not limited to, all equipment, supplies, transportation, labor, and supervision – necessary to complete the project, except for that which the contract clearly states is to be furnished by the Government.
Any prospective contractor desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing from the Contracting Officer soon enough to allow a reply to reach all prospective contractors before the solicitation closing date. Oral explanations or instructions given before the award of a contract will not be binding.

Location:
Inyo National Forest, Lee Vining Ranger District 10806 Hwy 120 Lee Vining, CA 93541
Description:
Located on Hwy 120 1.6 miles west of Hwy 395
Exclusions (Non-Work Areas):
Areas that the contractor is not granted access to include the IT network room and the Collections Room.
Accessibility:
The building is accessible by passenger car.
The building is divided into two floors, there is no elevator to the second floor.

Restrictions on Work
Work may be performed at any time during the period of the contract, except as outlined here.
Restrictions are as follows:
1. In accordance with the fire plan, if included in Section J.
2. When the Contracting Officer (or designated representative) determines that adverse weather has made access too dangerous or that continued vehicular travel would cause unacceptable road damage.
Licenses and Insurance
The contractor shall obtain the insurance and licenses listed here.
Worker’s Compensation Insurance: The Contractor shall provide evidence of Worker’s Compensation Insurance or a valid reason that exempts the Contractor from the requirement. NOTE: The Contractor working alone is not required to carry the insurance.
If the contractor fails to provide the documentation within 10 calendar days after contract time begins, the contract may be terminated for cause in accordance with FAR 52.212-4.
Technical Requirements
This is a performance-based contract that expresses the Government’s requirements in the form of minimum quality standards to be met. The Contractor must determine the optimal work schedule, frequency, resource allocations, and performance methods to achieve a work product that meets the standards.
Please see attached Clauses for Biobased Preferred Products: FAR 52.223-1, Bio-based Product Certification (MAY 2012) and FAR 52.223-2, Affirmative Procurement of Bio-based Products under Service and Construction Contracts (SEP 2013).
General Conduct All work under this contract shall be performed in a skillful and workmanlike manner. The Contracting Officer may, in writing, require the Contractor to remove from the work any employee the Contracting Officer deems incompetent, careless, or otherwise objectionable, or for theft, possession and/or removal of materials, supplies, equipment or any Government-owned property.
The Contractor shall be responsible for maintaining satisfactory standards of employee competency, conduct, appearance and integrity, and shall be responsible for taking such disciplinary action with respect to the employee(s) as may be necessary.
The Contractor shall prohibit his/her employees from disturbing papers on desks, opening desk drawers or cabinets, or using telephones or office equipment provided for official Government use.
The Contractor will be notified of non-compliance and will be requested to correct the condition at the Contractor’s expense.
Camping and Housing: Camping is not permitted in US Forest Service campgrounds. Contractor will not be permitted to camp elsewhere on US Forest Service land.
Specific Conduct:
The following restrictions apply to the Contractor and his/her employees:
a. Smoking: The Mammoth Ranger District office is a non-smoking building. The Contractor shall not smoke inside the building.
b. Gambling: The Contractor shall not participate in games for money or personal property while on Government property.
c. Alcoholic Beverages and Narcotics: The Contractor shall not be under the influence of, use, or be in possession of any narcotic drug, hallucinogenic, marijuana, barbiturate, amphetamine or alcohol while entering on or on Government property. This prohibition shall not apply in cases where the drug is being used as prescribed for a patient by a licensed physician.
d. Soliciting or Vending: The Contractor shall not solicit or sell any items while on Government property.
e. Firearms: The Contractor shall not be in possession of any firearms.
Security of Premises:
Contractor shall be responsible for securing premises upon completion of each service. Contractor shall take the necessary precautions to assure that his/her employees do not leave exterior doors or windows open upon entry to, during performance of services, and/or exiting from the building. (Only contractor and employees are allowed in the building outside of normal business hours.)
Contractor shall report to the Contracting Officer any instance (by specific locations) of having to perform lockup, to turn on exterior lights or to shut windows.
Contractor shall also report any plugged toilets, sinks or drinking fountains to the Contracting Officer and to place an “Out of Order” sign on broken facilities.
Lights shall be turned off after each room or area has been serviced.
Specifications The Lee Vining District Office building is approximately 4,200 square feet and includes the following spaces:
• Two (2) Women’s Restrooms (First Floor) each with:

• Two (2) Men’s Restrooms (First Floor) each with:
o One (1) Lavatory o One (1) Toilet o One (1) Urinal
• Kitchenette/Mini Kitchen Area

Tasks:
The specifications and performance objectives are described below along with the schedule for work.
Cleaning tasks haven been scheduled either daily, weekly, monthly, quarterly, or semiannually.

Sweep and wet mop floors utilizing a disinfectant cleaner.
SWEEPING, WET MOPPNG,
AND OR SCRUBBING: The floors shall be kept clean and free of dirt, water streaks, mop marks, string, gum, grease, tar, etc. There shall be an overall appearance of cleanliness.
All surfaces shall be dry and the corners clean. Water shall be poured into the slop sink in the janitor’s closet.

Clean all fixtures including metal and chrome, water closets, urinals, stalls, lavatories, mirrors, waste receptacles, floor baseboards, soap and towel dispensers, and surfaces utilizing a germicide disinfectant cleaner.
FIXTURE CLEANING:
Porcelain and metal surfaces and fixtures (lavatories, urinals, toilets, mirrors, stalls, etc.) shall be clean and bright. There shall be no dust, spots, stains, rust, mold, mineral deposits, soap scum, excess moisture or other deposits.

SERVICING: Empty, clean, and disinfect all wastepaper receptacles and sanitary napkin receptacles with a germicidal disinfectant.
Collect and dispose of soiled bags. Replace liners in receptacles with new ones.
Refill supply dispensers for paper towels, toilet paper, paper seat covers, and soap so that a sufficient supply is available at all times.
Spot clean other surfaces and dust horizontal surfaces.
SPOT CLEANING: Smudges, marks, or spots shall be removed without causing damage to surface.
Damp mop, spray buff, and maintain all vinyl and tile floors.
DAMP MOPPING AND SPRAY
BUFFING: Floors shall be free of streaks, mop strand marks, and skipping areas.
Walls, baseboards, and other surfaces shall be free of splashing and markings from the equipment. The finished surface shall have a uniform luster.
Damp wipe the full surface area of all stall partitions, doors, and waste receptacles utilizing a multipurpose (disinfectant deodorizer) cleaner.
DAMP WIPING: All dirt, dust, water stains, spots, streaks, and smudges shall be removed from the surfaces and waste receptacles.
Clean all floors, including grout to remove accumulated dirt and residue.
CLEANING FLOORS: All Floors shall be cleaned to remove accumulated grout, dirt, and residue.

Wax all vinyl and tile floors.
WAXING: All vinyl and tile floors shall be waxed. X
Strip and wax all floors.
STRIPPING AND WAXING: All floor areas will be stripped of wax and a new coat applied.

Empty wastebaskets, replace liner as needed to keep clean and remove trash to a designated area.
SOLID WASTE COLLECTION:
All solid waste generated in the building shall be collected in trash bags and removed to outdoor trash receptacles. Liners shall not be torn, worn, or contain residue.
Vacuum and sweep traffic patterned areas and spot vacuum all carpet areas.
VACUUMING: Carpeted areas will be vacuumed and shall be free of obvious dirt, dust, and other debris.
SWEEPING: Non-carpeted areas shall be swept and shall be free of obvious dirt, debris, or spillage.
Extend the sweep or vacuum to remove obvious dirt from around or under furniture.
Dust work surfaces and tops of bookshelves and storage units.
DUSTING: dust or wipe down surfaces using a duster that picks dust up, rather than pushing it around. Dust exposed horizontal/flat surfaces that collect dust such as desks, bookshelves, storage cabinets, and computers.
Wash or damp wipe the inside and outside of wastebaskets.
CLEANING WASTEBASKETS:
Wastebaskets shall be free of dust, debris, and residue.
Plastic liners shall not be worn, torn, or contain residue. Liners are to be replaced at least monthly but more frequently as necessary to maintain a clean appearance.

METAL POLISHING: Metal surfaces shall be free of smears, stains, and finger marks. They shall be clean, bright, and polished to uniform luster.
Clean inside and outside surfaces of all entry glass doors, entrance windows and frames. Remove cobwebs.

CLEANING: All glass in the doors, windows and window frames shall be cleaned and free of smudges, streaks, etc.
COBWEBS: All cobwebs within and around the entrances and hallway windows and doors shall be removed.

Remove trash from entrance and walkways.
Remove and discard any trash or unwanted items.
Leave items which appear to have been dropped at main door for pickup/delivery.

SWEEPING: Sweep floor.
Floor shall be kept clean and free of trash and debris. No dirt shall be left in corners or behind doors. Spot mop any spills.
Clean counter tops, microwave, and glass surfaces.
Area shall be free of all paper, trash, empty bottles and cans, and other discarded materials. The counter, and microwave shall be wiped down and kept free of dust, spots, stains, and streaks, present a clean appearance.

Disinfectant cleaning solution shall be used to clean the interior of the microwave.

Work shall not be performed between the business operation hours of 8 A.M. and 5 P.M.
Acceptable hours to perform work are between 5 P.M. and 8 A.M
Turn off lights in all rooms upon exiting.
Before leaving buildings, check all exterior entrance/exit doors. If doors are not locked, the Contractor shall lock them.
If requested or deemed necessary, complete a signed checklist of duties performed to the COR or Contracting Officer.
BIO BASED REQUIREMENTS
The Contractor shall utilize products and materials made from bio-based materials to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. For the bio-based content products evaluation, all non-chemical products proposed for use under this contract must conform to the Department of Agriculture (USDA) Designated Bio based Products List (DBPL) whenever practicable.
The following is a list of products USDA requires to be bio based for custodial purposes. Each product submitted for use under this contract must be identified with one of these categories. Labeling should be printed on all containers.

Government-Furnished Equipment Secure storage rooms for a limited amount of supplies and equipment will be provided to the contractor.
The Government will provide the following item(s) of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the “Government Property” FAR clause contained elsewhere in the contract.

• Keys for access into the buildings, storage areas, and locked items such as paper towel dispensers. Keys are not to be duplicated, loaned, or allowed to be accessed or used by any persons not necessary to completing work under this contract. All keys must be returned to the Forest Service upon completion of the contract. Payment of final invoice will not be made until all keys are returned.
Contractor Furnished Equipment Unless otherwise specified herein, the Contractor shall furnish all supplies, materials, and equipment necessary for the performance of work under this contract. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards and, to the highest extent feasible and reasonable, include the exclusive use of bio-based products. All supplies, materials, and equipment to be used in the performance of work described herein are subject to the approval of the
COR.
SECTION E. INSPECTIONS AND ACCEPTANCE
Government Inspections
Government inspections are for the purpose of satisfying the Government that the services are acceptable and do not relieve the Contractor of the responsibility for maintaining quality control.
The Contracting Officer's Representative or designated inspector will conduct all inspections. The Contractor (or designated representative) is encouraged to be present to observe inspections. Summary results will be made available on request.
Compliance Inspections. Visual compliance inspections will be made on a periodic basis. Such inspections are not final and do not constitute acceptance by the Government.
Final Inspections. Final (formal) inspections for payment will be made on completed sub-items only.
Contractor shall request final inspections in writing and give the Forest Service at least two working days advanced notice. Inspections will be completed within four working days after the notice is received. If the work is not ready for inspection at the time specified by the Contractor, the cost associated with the inspection attempt may be charged to the Contractor.
Disputed Inspection. The Contractor may request re-inspection without rework if the results are unacceptable. Re-inspection must be requested in writing within 48 hours after receiving written notice of the inspection results. Re-inspection will be accomplished within five working days after receipt of the contractor's written request.
The same sampling and inspection procedures will be used, but new samples will be taken. The inspection pattern will be shifted so that new samples will not overlap previously inspected samples.
Results will be rounded to the nearest whole percent.
If re-inspection results are within five percentage points of the first inspection, the original inspection result will be used in determining acceptability and payment. If re-inspection results are greater than five percentage points above or below the first inspection, the re-inspection results will be used.
If the re-inspection results are within five percentage points of the first inspection, the Contractor shall pay the actual costs of the re-inspection.
Re-inspection after Rework. Where rework after a failed inspection may improve the inspection results, the Contractor may rework the area and request (in writing) a second inspection. The Government will charge to the Contractor the cost of this additional inspection. Re-inspection will be accomplished within five working days after the notice is received. The results of the second inspection will be final, and no further rework will be permitted. Areas not ready for re-inspection at the time specified by the Contractor will not be re-inspected, and the results of the first inspection will be final.
Method The Contracting Officer or their Representative will make visual inspections while work is in progress for compliance with terms of the contract.
Determination of Acceptability Work on this contract will be deemed acceptable when the Government’s visual inspections show acceptable performance and sample plot data indicate a work quality of xx% or higher.
F. DELIVERIES OR PERFORMANCE
Work Timing
The Contractor shall begin work within ___05_____ calendar days after the effective date of the Notice to Proceed and shall prosecute the work at a rate that will result in completion of all work.
Failure to begin work on schedule will make the contract subject to immediate termination for cause.
Delays due to normal adverse weather, weekends, and holidays have been included in the calculation of contract time. The Government reserves the right to set the priority of items or sub-items.
Winter Shutdown
When winter weather sets in and the continuation of work is impractical, the Contracting Officer may authorize a total suspension until such time as work can proceed. During the period of total suspension, the calendar days elapsed will not be charged against the contract time.
SECTION G. CONTRACT ADMINISTRATION DATA
Pre-work
Pre-work conference. Before work begins on service contracts, a pre-work conference is normally held to discuss the contract – especially the specifications, labor provisions, plan of work, and selected standard clauses. The pre-work meeting should be attended by an officer of the firm or someone designated in writing to act on behalf of the firm. The pre-work meeting may be waived at the discretion of the Contracting Officer.
Notice to Proceed.
A. [X] No work may begin on this contract until the Contracting Officer has issued a Notice to Proceed.
Payment
Payments and Deductions. Payment will be made for fully acceptable work at the prices bid in the schedule of items. In the event of extended non-work periods because of adverse weather, the Contracting Officer may authorize progress payments for partially completed sub-items on a case-by-case basis. In accordance with the inspection clause, payment may be made for less than fully acceptable work at a reduced price. Other exceptions are noted below:
Payment will be made in full if inspection results are xx percent or higher. No payment will be made if inspection results are less than xx percent.
Contract Release. Before final payment will be made, the Contractor shall sign a release of all claims against the Government arising by virtue of this contract, other than claims, in stated amounts, that the Contractor has specifically excepted from the operation of the release.
A Contract Release FS-6300-0016 must be uploaded with request/invoice for final payment in IPP, before final payment will be approved.
A release may also be required of the assignee if the Contractor's claim to amounts payable under this contract has been assigned under the Assignment of Claims Act of 1940 (31 U.S.C. 3727 and 41 U.S.C.
15).
Invoice Processing Platform (IPP) All payment requests must be submitted electronically through the US Department of the Treasury’s Invoice Processing Platform (IPP). “Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in FAR clause 52.212-4 Contract Terms and Conditions – Commercial Items. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP Invoice:
Each invoice shall be submitted on the Contractor’s letterhead or invoice form with the following:
1. Invoice date and Government Contract Number.
2. Billing period specified with beginning and ending dates. The beginning date must not be later than the completion date or within any previous billing dates.
3. An accounting (bulleted list, for example) of charges claimed and amounts due.
4. Total amount due for the billing period.
A Progress Report shall be submitted to support each invoice and shall include a summary of work performed during the period of performance identified on the invoice, which at a minimum must include:
1. Description of the previous month’s project activities and the planned activities for the next month.
2. For each deliverable: identify the items supplied during the month and the cumulative items delivered.
3. Reconcile progress of each deliverable with the schedule identified for each.
4. Identify issues and/or concerns that may affect the project or schedule.
5. Any other information required in the Contract to be included in the Progress Report.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor’s Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 – 5 business days of award or the system implementation date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with their proposal or quotation.
SECTION H. SPECIAL CONTRACT REQUIREMENTS
Superintendence by Contractor
The name and the specific authorities of the foreman or superintendent must be designated in writing to the Contracting Officer. The Contractor may use his/her own prepared letterhead stationery or a "Designation of Contractor's Representative" form available from the Contracting Officer. Work Order may be issued with contract time continuing to run. The Contractor shall have a person on-site that is fully conversant in the English language.
Final cleanup
Before final acceptance, all areas occupied by the Contractor in connection with the work shall be cleaned of all contractor’s rubbish, excess materials, temporary structures, and equipment, and all parts of the work area shall be left in a neat and presentable condition.
Designation of Contracting Officer’s Representative (COR)
The Contracting Officer designates the Contracting Officer's Representative (COR). The COR is responsible for administering the performance of work under this contract. In no event, however, will any understanding, agreement, modification, change order, or other matter deviating from the terms of this contract be effective or binding upon the Government unless formalized by proper contractual documents executed by the Contracting Officer prior to completion of the contract.
The Contracting Officer must be informed as soon as possible of any actions or inactions by the Contractor or the Government which will change the required delivery or completion times stated in the contract, and the contract may be modified accordingly. (This does not apply to individual task assignments which were issued by the COR provided they do not affect the delivery schedule or performance period stated in the contract.)
On all matters that pertain to the contract terms, the Contractor must communicate with the Contracting Officer. Whenever, in the opinion of the Contractor, the COR requests effort outside the scope of the contract, the Contractor should so advise the COR. If the COR persists and there still exists a disagreement as to proper contractual coverage, the Contracting Officer should be notified immediately, preferably in writing if time permits. Proceeding with work without proper contractual coverage could result in nonpayment.
