NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITVE

PROPOSALS.

The Bureau of Indian Education (BIE) intends to enter into a sole‐source Firm‐Fixed Price contract with the Council of Chief State School Officers, Inc., under the authority of FAR 13.106‐1(b)(1).

Counsel of Chief State School Officers, Inc. (CCSSO), provides technical assistance to state education agencies that receive an allocation from the U.S. Department of Education. CCSSO charges membership fees for attendance and participation in CCSSO events with professional advisors. The Bureau of Indian

Education (BIE) has a requirement for the technical assistance provided by CCSSO and must establish a contractual agreement for the payment of membership fees. There are no known ISBEE providers for this requirement as CCSSO is the exclusive sole source provider.

The anticipated period of performance will be 60 months from the date of award, through the use of

FAR 17.2 Option procedures. Upon award, the period of performance will be limited to 12 months, and the Agency will review the contractor’s performance for award of additional services as an Option.

No solicitation is available and no technical questions will be answered for this requirement. The NAICS code for this acquisition is 813920.

If a vendor believes that BIE should not pursue this procurement, it should submit a capability statement and pricing information for the requirement by 2:30 PM MDT, Friday, September 2nd, 2022.
