About this file

This is a Justification for Sole Source procurement document for a pressure-sensitive tape under the Small Action Procurement (SAP) threshold of $150,000. The procurement is referenced as Document Number 6028-7903 with a required delivery date of March 25, 2026.

The item specified is 2-inch wide by 60-yard long pressure-sensitive tape in white, with a temperature range of -65 to 450 degrees Fahrenheit. The tape features a glass overall and cotton backing with cold, heat, and solvent resistance properties. Part Number 361 (2-inch rolls) is required, with each roll marked with manufacturer and part number information. The tape is coated with silicone adhesive and possesses specific performance characteristics including 38 ounces per inch width adhesion to steel, 146 pounds per inch width tensile strength, 9% elongation at break, 5.0 mils backing thickness, and 6.4 mils total tape thickness. The sole source justification identifies 3M as the original manufacturer, with contact information at 3M Corporate Headquarters (3M Center, St. Paul, MN 55144-1000, Phone: 1-888-364-3577). The authorized dealer is PLUSSTAR, INC. (2650 Nova Drive, Dallas, Texas 75229, Phone: 1-877-389-6637). The justification cites that this tape is the only product approved for use with hotwork at PSNS (Puget Sound Naval Shipyard) and approved by C/106 for use in hot work areas, making it the minimum requirement for the government's needs and establishing a proprietary limitation on competition.
