About this file
This sole source justification document requests approval for a sole source procurement from Collaborative AV for secure video teleconferencing upgrade services for two conference rooms and a wardroom at Carrier Strike Group Four in Norfolk, Virginia. The total estimated value is $254,187.03 to be funded by FY23 Navy Operations and Maintenance appropriations. The justification cites 41 U.S.C. 1901 for simplified acquisition of commercial items. The rationale provided is that Collaborative AV installed the original system and reusing existing cabling and equipment will reduce costs compared to a new installation. The related solicitation is numbered N0018923Q0633 from the Department of the Navy Naval Supply Systems Command for this SVTC upgrade requirement.

4. Statutory Authority Permitting Sole Source.
The statutory authority permitting this sole source action is 41 U.S.C. 1901, Simplified acquisition procedures - a sole source acquisition using simplified acquisition procedures for the acquisition of commercial items, as implemented by FAR 13.501(a).
5. Rationale Justifying Use of Cited Statutory Authority.
CSG-4’s current Secure Video Teleconferencing (SVTC) suite is beyond economical repair and requires critical updates to meet connectivity requirements with NMCI. The current SVTC suite cannot be updated to meet NMCI requirements. CSG- 4 routinely utilizes SVTC to meet USFF/CPF, joint community and all Numbered Fleet Commanders (C2F, C5F, C6F, C7F, C10F, etc.) requirements in support of major fleet exercise planning, execution, and post-exercise After Action Report development. CSG-4 directs exercise development/execution in support of high-end training versus Strategic Competitors.
CSG-4 has experienced several periods where the current SVTC suite has not been able to maintain connectivity during critical meetings. After the last NMCI technical refresh, the new NMCI assets can no longer connect directly to the SVTC.
This causes interruptions and outages while pushing content to end users and Training Audience while using the SVTC.
Contracting to the Original Equipment Installation company is the most expeditious path to enable CSG-4 to maintain SVTC global connectivity while reducing cost by using the existing cabling and infrastructure; thereby reducing the cost whereas another company would install their own cabling and infrastructure.
Collaborative AV (ADS Inc. partner) installed the current SVTC and award to them will allow us to reuse previously purchased equipment without the need for a complete removal and installation of new gear. The ability to not completely remove previously installed gear will save on both install time and money to the Government since this would involve purchasing new equipment to replace all the existing equipment within CSG-4 which would be unnecessarily burdensome on the Government both financially and in terms of performance completion. Furthermore, the use of ADS does not incur risk of degradation to existing equipment and minimizes risk that current and new equipment will operate seamlessly in form, fit, and function.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable, including a Description of Market Research, if applicable, and a List of Interested Sources, if any.
No additional market research was done. ADS Inc.’s knowledge of the preexisting set up will reduce install time, labor costs, and equipment costs.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this Justification will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, CSG-4 has no plans at this time to compete future contacts for the types of supplies/services covered by this document. If another potential source emerges, CSG-4 will assess whether competition for future requirements is feasible. This is a one-time buy.
9. Contracting Point of Contact. The point of contact at Fleet Logistics Center Norfolk, is Samantha Miller, Code 217, at DSN 443-1959, commercial (757) 443-1959 or by e-mail at samantha.a.miller77.civ@us.navy.mil.
