About this file

This sole source justification document outlines the Department of the Interior's intent to procure an optical televiewer instrument from Mount Sopris Instruments on a sole-source basis under the simplified acquisition threshold. The QL40-OBI-2G optical televiewer is needed for ongoing geophysics work and personnel training at the Red Hill Bulk Fuel Storage Facility on Oahu, Hawaii, to maintain timely data collection for contamination remediation procedures being conducted by the U.S. Navy. As the manufacturer of this highly specialized scientific instrument, which is compatible with the software and hardware currently being used by the USGS geophysics team on the Red Hill project, Mount Sopris Instruments is the only source that can provide an optical televiewer that will ensure data continuity without requiring additional equipment and restarting work already completed. Market research confirmed no other vendors offer compatible products.

SOLE SOURCE JUSTIFICATION FOR ACQUISITION UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD

1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey, plans to contract on a sole source basis. This document sets forth the justification and approval as required by FAR 13.106-1(b)(1).

2. Nature of Action Being Approved.

Geophysics equipment purchase from Mount Sopris Instruments. The instrument is a QL40-OBI- 2G optical televiewer needed for Red Hill geophysics work and personnel training. Geophysics work at the Red Hill Bulk Fuel Storage Facility is critical for maintaining timely data collection and provision to the U.S. Navy for ongoing contamination remediation procedures at the Red Hill facility on Oahu, Hawaii.

3. Description of Supplies or Services.

The tool is an optical televiewer, a geophysics instrument. The tool collects imagery of open boreholes, a key piece of geophysics data collection.

4. Estimated Dollar Value.

The estimated cost is

5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority of FAR 13.106-1(b)(1) – only one source reasonably available.

6. Rationale Supporting Use of Citation in No. 5.

Mount Sopris Instruments is the manufacturer of this highly specialized scientific instrument.

This instrument is compatible with the software widely used by the PIWSC geophysics team.

This is the only optical televiewer that interfaces with the existing Mt. Sopris/ALT hardware and software (which is currently being used for the Red Hill Bulk Fuel Storage Facility project). Its procurement will provide for data continuity on the project. If another product is acquired, additional hardware/software will have to be obtained to support it, and as a result, all work done to date will have to start over to ensure all data are obtained using the same type of calibrated equipment. Not only would this represent a duplication of cost, which is not in the best interest of the taxpayer, but would result in USGS not meeting mission objectives on time.

7. Other Information.

N/A

8. The Efforts to Identify Additional Sources Including the Market Research Conducted.

Market research was conducted by reviewing tool availability from several providers of geophysics equipment. However, these products are not compatible with the current equipment being used as these instruments do not interface with the existing Mt. Sopris/ALT Hardware and software currently being used on the Red Hill Bulk Fuel Storage Project.

SOLE SOURCE JUSTIFICATION FOR ACQUISITION UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD

Request for Information (RFI) 140G0323Q0230 was posted to SAM.gov for 9 days with no response received. Mount Sorpis has no available resellers among whom competition can be obtained.

9. Future Plans to Permit Competition.

This is also a one time purchase for an instrument needed for all planned future geophysics projects conducted by the PIWSC. Future requirements for same/similar equipment will undergo market research and be competed to the maximum extent practical.

10. Recommendation and Certification from Program Office

Based on the above, I recommend this acquisition be conducted on a sole source basis and certify the above statements are true and accurate.

11. Certifications from the Contracting Officer:

a. The proposed action may be awarded on a sole source basis under the authority of FAR 13.106-1(b)(1) – only one source reasonably available. The Government anticipates receiving a fair and reasonable price by basing it on one or more of the allowable options indicated in FAR 13.106(a)(2).

b. This justification is accurate and complete to the best of my knowledge and belief.
