General Information Document Type: Sole Source Notice of Intent Solicitation Number: 75A50120R00050 Posted Date: September 1, 2020 Response Date: September 8, 2020 NAICS Code: 541511
Contracting Office Address
Department of Health and Human Services ( HHS), Office of the Assistant Secretary for Preparedness and Response (ASPR), Division of Strategic National Stockpile (DSNS), 200 Independence Ave SW, Rm 640,Washington, DC 20201
Description This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT (as prescribed in FAR 6.302-1(a)(2). This notice of intent is for informational and planning purposes and does not constitute a solicitation. The Office of the Assistant Secretary for Preparedness and Response (ASPR), Division of Strategic National Stockpile (DSNS), intends to award a sole source contract to Flexsim Software Products, Inc. 1577 N Technology Way Orem, UT 84097-2395 for the DSNS Simulation and Modeling Program.
The Division of Strategic National Stockpile (DSNS) is the Nation’s repository for medical supplies, drugs, vaccines and other related equipment. Since moving to the Assistant Secretary for Preparedness and Response (ASPR), DSNS is responsible for deploying ASPR equipment and caches as well. During an event or incident where DSNS or ASPR assets are deployed, the division activates its response operations, plans and procedures to support the material and management requirements. With the advent of the recent COVID-19 world pandemic and the evolving changes to DSNS response operations and support for these new requirements, the Information & Planning Branch (IPB) has determined a unique requirement to support these missions and augment internal abilities with a modeling and simulation capability. The utilization of simulations and models integrated into emerging and changing operations will allow the incorporation of the complex ideas being developed and provide a visualization, in real-time, slow motion and compressed time, of those processes and operational plans, and the stress points of the operations. IPB needs an ability to create simulations and models of DSNS processes and plans with variable inputs and requirements in order to determine likely outcomes of various response scenarios. The ability to evaluate plans and processes in a compressed and real-time scenario will assist DSNS with planning and executing all-hazards response plans. It will also add a capability to assign variables to processes and plans, which will show potential failure points and best courses of action, simultaneously.
Adding simulations and modeling capabilities to the DSNS will assist with visualizing plans and processes in a virtual environment to effectively evaluate those plans and processes prior to operations. Currently the division lacks the capability to subject plans to variables for determining the effectiveness and appropriateness of those plans and processes, other than through manual calculating processes. Simulations and modeling would allow a software solution to do the manual calculating processes. The development of new processes and requirements in a model/simulation, would allow a visual picture for all personnel involved with the response plan, and leadership at all levels could utilize the model/simulation during annual reviews, exercises, and training.
FlexSim Software Products, Inc. has the ability to produce both modeling and simulation capability in a single user intuitive product. This software is the only simulation and modeling software that can fill the IPB’s requirements and has been Level III approved for use on the network.
The statutory authority for this sole source acquisition is 41 U.S.C. 253(c)(1) as set forth in FAR Part 6.302-1 - only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS Code for this procurement is 541511, Custom Computer Programming Services. The period of performance is a base year plus three (3) Option Years.
As a result of this Notice of Intent, no competitive solicitation will be posted on beta.SAM.gov.
We will issue only one solicitation to FlexSim Software Product, Inc.. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement.
All capabilities/qualification statements must be received NO LATER THAN September 8, 2020 at 4:00PM EST and sent to Demetrius Kittrell via email ONLY at Demetrius.Kittrell@hhs.gov with the solicitation number #75A50120R00050 referenced in the subject line. TELEPHONE CALLS WILL NOT BE ACCEPTED.
A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
