Subj: SOLE SOURCE JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED
VALUE, AND DELIVERY REQUIREMENTS
The Naval Foundry and Propeller Center (NFPC) commissioned the Pama Speedram 1000HP machine, Serial #PG8223, in the Spring of 2019. It requires a preventative maintenance plan, emergent corrective maintenance plan, and a full functional geometric and accuracy qualification to keep the machine running in optimal condition.
This scope of work is comprised of on-site visits for the Pama machine by the manufacturer consisting of either preventative or corrective maintenance, and functional/full geometric accuracy qualifications.
The total estimated amount is . The period of performance is one (1) year.
The Government intends to procure this sole source requirement through Pama Inc.
(CAGE: 7BU28).
2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
Pama Inc. is the Original Equipment Manufacturer (OEM) of the machine. They are the only source that the level of expertise and trained personnel necessary to perform the required services on the machines. Pama’s technicians have intimate knowledge of the machine components to ensure machine downtime will be at a minimum. Additionally, Pama does not subcontract this work to a third party vendor or use authorized distributors for service or repair.
The machine is an integral part of NFPC’s production. All of the produced machine parts and components are destined for the Navy’s marine surface and submarine vessels. The machine currently provides all of the intricate and highly precise metal removal for crucially developed NFPC parts and components. The machine is vital to the production components utilized to meet critical deadlines for the production and repair of the Navy’s propellers. Any delays due to equipment downtime will have a significant impact on the Navy’s ship acquisition and repair programs beyond NFPC, including project delays with naval ship manufacturers.
Based on the above, Pama Inc. (CAGE: 7BU28) is the only source that can satisfy this requirement.
3. MARKET SURVEY
Market research was conducted by contacting the OEM and Internet searches. As a result, the Government did not identify any alternative option for this requirement. Last year, work of this nature was posted to Federal Business Opportunities (Fed Biz Ops, now known as beta.SAM). No vendors contacted the NFPC, Contract Specialist or Procuring Contracting Officer with contrary information. This procurement will once again be announced on beta.SAM in the event that a vendor is capable of performing the services and repairs to the machine identified above.
