About this file
This sole-source justification document proposes procuring Trend Micro TippingPoint network security products and services from XentIT LLC on a sole-source basis. The Bureau of Prisons requires next-generation hardware to address new 10Gb network requirements and augment existing TippingPoint appliances from a single management console, as XentIT is a certified Trend Micro partner that can provide compatibility in form, fit and function as the proprietary technology currently installed. XentIT has also proposed providing Trend Micro professional services currently under another contract at no additional cost, which represents a cost savings of $ and % compared to alternative options procured through GSA Advantage. The justification and approval are certified by the IT specialist and contracting officer respectively, with a solicitation number of 15BPCC23C00000011 for the Trend Micro TippingPoint opportunity through the Department of Justice Bureau of Prisons as a limited/sole source.

5. Check and fill in all that are applicable:
The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment utilized is Tipping Point 8200 NX Devices for network intrusion prevention IPS to detect inline Cyber Threats (5+ years), and the new item/service must coordinate, connect, or interface with the existing system by providing next generation of hardware platform to address the new 10GB requirement, and augment existing TP Appliances from a single management console.
A patent, copyright, proprietary data, or licensing agreement limits competition. The proprietary data are described as follows:
XentIT LLC is a certified Professional Service Partner (PSP) of Trend Micro and actively provides deployments on Trend Micro’s behalf. Trend Micro provides PSP certification to companies after they’ve been trained and certified in all three specialization areas and has proven extensive experience in the deployment and management of Trend Micro Products. XentIT is the only active United States based PSP that has expertise on all three specialized categories for Network Defense, Hybrid Cloud Security, and User Protection products as verified directly with Trend Micro.
These are "direct replacement" parts/components for existing equipment.
TippingPoint hardware is currently in use and is meeting Bureau Cyber requirements for IPS and Network Traffic Inspection.
Other information to support a sole-source buy:
XentIT has proposed to provide the Trend Micro Professional Services, currently being utilized under another Bureau contract, at no additional cost. This is a considerable savings to the Bureau in the amount of $ , which would be an additional expense for one year of Professional Services if the TippingPoint 5500TX hardware and licenses were to be acquired separately. A price analysis was completed for the available items on GSA Advantage, which provided a total of $ . XentIT is offering these items at a cost savings to the Bureau in the amount of %, or total of $ .
