I. Contracting Activity.
Contracting Activity - Air Force Life Cycle Management Center, Installation Contracting Division, Base Support
AFLCMC/PZIBA.
II. Nature and/or description of the action being processed.
This Firm Fixed Price (FFP) contract will encompass Haworth Compose 2" thick Systems Furniture, Lateral Files, Darran Capital Park Executive Office Furniture and Universal Conference Room Furniture, as well as installation and electrical costs.
III. Description of supplies/services required to meet agency needs.
This requirement is for a FFP contract for Haworth Compose Systems Furniture and Darran Executive Office & Conference Room Furniture to complete a renovation at Building 20045 First Floor at Wright-Patterson AFB.
The current furniture is from the manufacturer Haworth and Darran . Elements IV is the sole distributor in our region of Haworth and Darran products.
This effort will be funded using 2022 RDT&E (3600) funding.
IV. Statutory authority permitting other than full and open competition.
AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
88CEG is requesting to utilize Haworth Compose 2” thick stackable acoustical panel system that has the ability to extend to ceiling height. The request comes down to avoiding both financial and regulatory issues that result from utilizing a standard 3” thick stackable panel system. Workstations have been decreased in size from the standard footprint, and further size reductions are not attainable without a negative impact. Many of the end users utilize multiple computers and require lockable storage. Occupants regularly review large format drawings/plans thus requiring more than average work surface space. In addition, for increased privacy to conduct personnel and proprietary discussions as part of their daily duties, supervisor workstations require panels that extend to ceiling height. For these reasons, the user cannot shrink the internal workstations.
Elements IV is the sole distributer of Haworth products in the local region.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Thorough market research was conducted with other systems furniture manufactures. The panel thickness from these manufactures systems furniture ranges from 2 5/8" - 3" and does not have the capability to extend to ceiling height of 96" or extended height acoustical properties.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
This fair and reasonable determination will be based on historical prices and redacted invoices from sales to public.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Our market research provided that there is only one manufacturer that will match the existing installed furniture. This manufacturer further restricts distributors by region. Elements IV is the only Haworth and Darran distributor that is able to provide the furniture to WPAFB.
IX. Any other facts supporting the use of Other Than Full and Open Competition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The Government will continue to monitor technical libraries and technical publications and conduct market surveys consisting of INTERNET and trade-journal searches to attempt to identify additional solutions that can meet our requirements in the future.
