SOLE SOURCE JUSTIFICATION:

Section A: General Contract Information

Contracting Activity: 355th Contracting Squadron, Davis-Monthan Air Force Base.

Project/Program Name: Haas UMC-750SS Universal Mill

Purchase Request/Identification Number: F1P22B9190AW03

Section B: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED:

The 355th Equipment Maintenance Squadron (EMS) is requesting the following item(s) from Phillips Corporation, doing business as Federal Division:

One (1) 5-Axis Vertical Machining Center - UMC-750SS, associated auxiliary equipment and training.

The Aircraft Metals Technology Section is requesting a true 5-Axis Computer Numerical Controlled (CNC) Milling machine which will facilitate the creation of numerous aircraft and back-shop replacement parts. This machinery will directly support three mission-design-series aircraft at Davis-Monthan AFB.

Critical tools that are needed to maintain multiple aircraft cannot be produced with existing equipment, which then justifies the need for the UMC-750SS Universal Mill. This new system will provide full, simultaneous true 5-Axis motion for contouring and complex machining. In addition to creating new capabilities, the machine has the potential to provide a 90% improvement in production times, increase accuracy of furnished parts, reduce user errors and lessen the amount of discarded material.

The Metals Technology Section uses related Haas machinery within their shop and has invested approximately $200,000.00 into those machines, to include robust software and tooling components. The 750SS Universal Mill can be implemented with these pre-existing machines.

32 GB On-Board Solid-State Memory; allowing storing, running and editing programs which works directly with the Hass machine.

ATB-PC Accessory tooling block; utilized to locate tap holders, speeders and coolant inducers.

[CLIN 0006: Qty. 1: EA] –

ENCL Exhaust system enclosure; keeps the Hass 5-Axis Machine’s interior cool throughout tooling process.

PKG-5XV562RL-UMC750, 5th axis rocklock 96mm package, military; includes various tools and auxiliary equipment needed to create custom, functional parts utilized at the 355th EMS.

Justification for Soliciting from a Single Source or Brand Name

Phillips Corporation Inc., Federal Division, is the sole and exclusive distributor of Haas CNC Machine Tools and any associated factory certified service, training and applications work for United States Government facilities. This includes factory certified service related to contracts, maintenance agreements, training and applications work on Haas equipment.

United States Air Force personnel assigned to the Metals Technology career field are exclusively trained using Haas machinery; therefore, any substitute in terms of machines, software or tooling would cause a significant detriment to the 355th EMS. If outsourced to a company that provides equipment other than Haas machines, personnel would then have to be re-trained; in effect, the unit would incur an unreasonable delay in productivity and increase of costs to train and certify personnel. Wherefore, after considering the implications of a non-source-source acquisition under the present circumstances, it is not in the interests of the Government to procure an “or equivalent” item.

Efforts to Obtain Competition:

On 09 August 2019 an Intent to Sole Source notice was posted on the Governmentwide Point of Entry (GPE), fbo.gov. The post acknowledged the Government’s intention to issue a firm-fixed priced award to Phillip’s Corporation, Federal Division, and requested firms to submit a letter stating their company’s ability to provide synonymous equipment, however, there were no submissions. It was then inferred, due to the lack of submissions from interested firms, that this requirement for Haas machinery can be merited as a sole-source acquisition. Conducive to this determination is data compiled on Federal Procurement Data System Next Generation (FPDS-NG) which shows other contracting activities that procured similar Haas machinery on a sole-source basis.

Steps to Preclude Future Single Source or Brand Name Awards:

The goal of the 355th Contracting Squadron is to procure products and services in an effort to meet the customer’s needs in a timely manner. This does not preclude the need to acquire items that are both efficient and technically acceptable. It is our priority, therefore, to properly research the commercial market to find vendors who are capable of providing requirements for Davis-Monthan AFB;

consequently, this will lead to opportunity in the future for competition as industry changes dictate the relevance of competition. At the moment, however, Phillip’s Corporation, Federal Division, is the only company that can satisfy the current request for one Haas UMC-750SS Universal Mill, related components and training.

Contracting Officer’s Determination:

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
