Memorandum for Record – Limiting Competition at or below the Simplified Acquisition Threshold

1. Contracting Activity: Army Contracting Command-Redstone, Corpus Christi Army Depot Contracting Office, 9038 Ocean Drive Bldg 10 Mail Stop 18, Corpus Christi TX 78419-5260.

2. Description of Action:

Nature: New Requirement Contract Vehicle: Purchase Order Number W45N7V0295002E____________ Pricing/Contract Type: Fixed Price Funds: Other Funds: Army Working Capital Funds Fiscal Year 2021______

3. Description of Services or Supplies: This action is for one (1) torque multiplier, part number ATP16002 and one (1) each drill adapter part number ATPDA-1200 for the Directorate of Powertrain Production in support of the CH-47 Forward Transmission Program. The torque multiplier is needed in order to remove the locknut from the transmission rotorshaft. Total estimated value of the proposed action is .

Estimated date of arrival is 16 to 20 weeks after date of contract.

4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited: Advanced Torque Products is the Original Equipment Manufacturer (OEM) of the equipment. There are no known authorized distributors.

CCAD has modified existing tooling and adapters in order to work with the torque multiplier from Advanced Torque Products. Procuring a different make/model of the torque multiplier would require additional tooling modifications to currently used adapters and reaction stands. The time required to modify or replace the tools and adapters could be months. The indirect labor/direct labor and material costs could cost the Government thousands of dollars. Currently, the torque multiplier is not powerful enough to remove the locknut on the CH-47. Artisans have to hit the shaft with a mallet in order to finish breaking the torque and remove the locknut. This process poses a safety risk and could potentially damage the shaft.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203, apply and will be followed.

7. Market Research: In accordance with FAR Part 10.0002, market research has been conducted for this acquisition by Mr. James Addison, CCAD Industrail Engineer in October 2020 and Jennifer Salyers, Contract Specialist in December 2020. Mr. Addison did not find any vendors that could meet the requirement. Mr. Addison made contact with Gedore Tools Inc, and Hydratight. Ms. Salyers performed a System for award management (SAM) search of Advanced Torque Products and other potential vendors in the industry. Gedore Tools had an expired SAM and Hydratight is not registered in

SAM.

8. Other Facts: This is a new action.

9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
