I. Contracting Activity.

TSgt 48th Contracting Squadron (48 CONS) Bldg 977, Boston Drive RAF Lakenheath, Brandon, Suffolk, IP27 9PN

This is a a sole source justification IAW . Funding is currently not available for this effort, however, planning PR#F2P2MX0240AW01 has been received in the amount of $

II. Nature and/or description of the action being processed.

The action being processed is an individual Sole Source Justification (SSJ) for the procurement of an Eclypse tester, supporting pieces and 220/229 engine cable kits for the 48th Maintenance Group (48 MXG) at RAF Lakenheath. Sole Source approval is being sought for a new acquisition to provide the 48 MXG with tools to expedite the troubleshooting of any engine anomalies.

The Government intends to issue a new Firm-Fixed Price (FFP) contract for this requirement.

A redacted version of the SSJ shall be posted on the Government Point of Entry (GPE) following the procedures outlined in FAR 13.501(a)(iii).

III. Description of supplies/services required to meet agency needs.

The resulting purchase order supported by this J&A is for Eclypse International Corporation to supply and deliver an Eclypse tester, supporting pieces and 220/229 engine cable kits to be used to expedite the troubleshooting of any engine anomalies.

Estimated Value of Specific Requirement outlined below (based on IGE) is $ . This requirement utilizes 3400 FY20 Operations and Maintenance (O&M) funding.

Eclypse International Corporation has identified an anticipated lead time of 270 days ARO. 48 MXG do not require a set delivery schedule.

IV. Statutory authority permitting other than full and open competition.

AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The Government's needs can only be fulfilled by the items listed in the following Technical Orders (Technical orders are attached): - Technical Order 35CA6-11-8-1 which specifically lists the Eclypse as the only piece of equipment to be used to troubleshoot, repair and functional check the components listed in the Technical order. - Technical Order 33D7-28-34-1 specifically is for the Eclypse Tester - Technical Order 1F-15C-E-2-80FI-00-A which states the Eclypse Tester is to be used to troubleshoot the F-15 Secondary Power System as the original test equipment become obsolete 15 years ago. The requested Eclypse items are also approved by 48 MXG to provide troubleshooting capabilities.

Currently F-15 Engineering is developing new test procedures for the F-15 Landing Gear System, Anti-Skid System, Throttle Quadrat, I-Box, and the Navigation/Target Pod Adapters to be compatible only with the Eclypse Program. As the requested items are directed by Technical Orders which state only specific equipment can be used to accomplish certain tasks, then under no circumstances can other equipment be used. The Eclypse program is constantly expanding with the latest addition of the ability to troubleshoot the engine harnesses. The specific specification for these engine harnesses was provided to Eclypse by F-15 Engineering to allow Eclypse to build the cable kits and write the Eclypse Test program. F-15 Engineering has to use the Eclypse as there currently is no funding from Warner Robins Air Force Base or Air Force to procure any other system specific equipment.

The National Stock Number (NSN) of each item was also checked on www.nsncenter.com, and Eclypse International Corporation are the only Cage Code that can offer the required items.

Additionally, Eclypse International Corporation was contacted on 17 September 2020, and they confirmed they are the only vendor that are authorized to supply these items to the Government. There is an international distributor, Blue Aerospace, however they are only able to provide similar items to foreign allied military.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

The Government's requirement can only be fulfilled by utilizing items listed in the Technical Orders as detailed above.

Also, because of Propriety Rights to Eclypse there is no other company which can provide these products.

In light of the above, and because market research has determined Eclypse International Corporation is currently the only vendor in the commercial market place offering Eclypse testers, supporting pieces and 220/229 engine cable kits; the Government is unable to solicit from any other sources at this time.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer anticipates being able to prove the cost to the Government as fair and reasonable. The Contracting Officer intends to prove so using FAR 13.106-3(a)(2)(iv) comparison with similar items in a related industry and FAR 13.106-3(a)(2)(vi) comparison to an independent Government estimate.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research efforts were conducted in accordance with the guidance outlined in FAR part 10, Market Research.

In order to satisfy the requirements outlined in FAR 8.003, The 48th Contracting Squadron (48 CONS) first ensured the requirement couldn't be satisfied through mandatory sources. Research determined that nothing that could meet the Governments need was available through any sources identified in the section.

A search was conducted on Federal Procurement Data System - next Generation (FPDS-NG) which revealed that several awards have been made by other Government agencies. These awards were awarded as sole source according to the Contract Action Report (CAR). The awards found for similar items include

Eclypse International Corporation is the sole company for this product. No other company has this access to produce this product and meet our needs.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

None.

X. List of any sources that expressed, in writing, an interest in the acquisition.

As stated previously in this justification; market research has determined there are currently no commercial sources who can provide Eclypse testers, supporting pieces and 220/229 engine cable kits.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

No actions can currently be taken on the Governments part to remove or overcome barriers to competition in this arena. Market research will be conducted on an ongoing basis to ensure new entrants are captured for future acquisitions.
