-Currently S/38 owns the Custom made Pro-Positioner manufactured by Stoneage Inc. and is proprietary. S/38 currently owns a Custom made Pro-Positioner that needs upgrades and conversion to enable S/38 to utilize this expensive piece of equipment to clean shipboard heat exchangers. S/38 requires a second one and to be identical as the one they currently own. The reason for a 2nd identical one is due to S/38’s process and requirements to run both sets simultaneously in both engineering plants of water front shipboard projects. This equipment is a process improvement and safety item to allow the S/38 mechanics to operate this equipment safely and efficiently.

-Currently S/38 owns the Custom made Pro-Positioner manufactured by Stoneage Inc.
and is proprietary. No other manufactures manufacture items that are compatible to the Stoneage equipment that S/38 currently owns. S/38 needs to have both to be identical due to running/ operating both at the same time from one pumping unit in both engineering plants of water front shipboard projects meeting the operational parameters required by S/38 and Engineering.

Background / Current Status:
We have invested an enormous amount of money, time, and effort into research, development, testing and training, to uutilize a customized Stone Age Tools Light
Weight Positioner system. We are upgrading the system to a semi-automatic stand alone computer operated one (Sentinel System) to make the process more efficient and safer.
Estimated expense already incurred for current system:

NOTE – This estimate does not include the expenses of the research and development of failed in shipyard fabricated tooling for this purpose, nor the research into equipment availability and capability. It doesn’t include expenses related to infrastructure and storage either.
Additional Tooling Needed:
We clean more than one heat exchanger at a time, each carrier has 2 plants and need to be cleaned simultaneously. We also often supply equipment and tooling to more than one project and location at a time including projects at remote work sites such as San Diego, Guam, Japan, and Bangor. We need additional tooling to support these projects.

NOTE – This estimate assumes a similar expense and development similar to the one experienced with the Stone Age Tools equipment. It is also impossible to quantify any confusion that having two different manufacturers systems in use on one project at the same time.
Our goal is to have one standardized set of tooling in use on a project. If 2 sets of tooling from a different manufacturer were purchased for the sake of uniformity, the expense (assuming again similar pricing to S.A.T.) then the total would be closer to .
The previously stated reasons standardized tooling and equipment is desirable are:
1. Identical equipment for standardized and codified work practices and procedures.
2. Standardized tooling and work practices ensures that personnel can be utilized in either work site without separate training.
3. One set of tooling / operation simplifies training personnel, less confusion and consistent work practices.
4. Only one operating system for the mechanics to learn and use.
5. Only one arrangement of tooling to set up, take down, and ship.
6. Only one inventory of replacement parts and tools to service the equipment will be necessary.
7. Complete and seamless replacement and swapping of parts from one plant set up to the other on the project in case of after hours breakdown.”
8. No chance of mixing parts up between the two pieces of similar, yet different equipment at set up and installation and then take down and shipment.
Summary:
The whole reason for purchasing this equipment in the first place was to maximize the safety of personnel and improve the efficiency of our cleaning operations.
Utilizing tooling and equipment from multiple manufacturers unnecessarily complicates our processes, and nibbles away at that efficiency. Confusion between different tooling on the same project can lead to confusion, frustration, and lead to decreased safety and inconsistent results.
