The service or material listed on Procurement Requisition (PR) number 1300868743 is sole/limited source and competition/fair opportunity is precluded for reasons indicated below. There are no substitutes available for this material/service.

This procurement is for NUWC Keyport Intermediate Maintenance Activity (IMA) Torpedo Production Simulation Project which was NISE funded in FY20 to utilize the NAVSEA-wide Newport Real-time Digital Signage (NERDS) which includes the AERVA Digital Signage Media Players and AerWave software that are accredited to run on the NMCI network. AERVA is the only provider of their proprietary hardware and software that meets the below requirements.
Specific characteristics of the material or service that limit the availability to a sole/limited source (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
Procuring hardware and software outside of these specifications would have consequences across the Warfare Centers as this solution is required to access NUWC Newport’s existing NERDS infrastructure and software which is currently in place and operating. The additional hardware and software must be compatible with NUWC Keyport’s existing hardware and software, and must be compatible with this existing system in order to operate off NUWC Newport’s infrastructure, ATO, and eMASS package.

The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed.
Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system
NERDS operates within the NMCI B3COI at NUWC Newport and communicates solely with AERVA media players attached to the NMCI network at Newport and at NAVSEA commands and Shipyards throughout the Enterprise. This solution requires all devices to run on the NMCI network, with the capability to communicate across NMCI zones for content sharing and content administration. The media players and digital displays can be located in any building at any NAVSEA location (including Shipyards) with NMCI connectivity.
System functionality can also be achieved with network communication between NMCI and other DOD networks. NERDS allows for real-time updates and multimedia presentations to inform viewers across all NAVSEA locations that implement this solution. This project also has the capability to instantaneously inform all its viewers of relevant emergencies, severe conditions, and other notices. This project augments traditional communication, such as email, intranet, Internet, and printed media, by displaying content data on digital displays that connect to media players. NERDS consists of web-based Linux servers, digital signage software and media players.
A patent, copyright, or proprietary data limits competition/fair opportunity. The proprietary data is:
NUWC Keyport IMA is procuring the additional Aerva media players and software in order to display real-time IMA production metrics by linking up with the existing Newport Real-time Digital Signage (NERDS) server and storage system which is already in place at NUWC Keyport and NUWC Newport. Replacement of the storage and server with another vendor’s equivalent product would result in an estimated $40K in hardware, $4K in installation, and $8K in training.
These are “direct replacements” parts/components for existing equipment.
