SOLE SOURCE JUSTIFICATION
Hand Held Sonar Intercept Receiver (SIR) for Divers Prototype
DESCRIPTION OF REQUIREMENT:
Requiring Activity This procurement is in support of the for the development of underwater diver communications systems. The requiring activity is the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), Undersea Warfare (USW) Platforms and Payload Integration Department (
How does this requirement fulfill NUWCDIVNPT’s and the Navy’s mission need:
The Unmanned Undersea Systems Division, ( ) is responsible for conducting basic research and development in topics of interest for Unmanned Undersea Vehicle (UUV) development; operating UUV testbed vehicles; planning and participating in exercises, experiments and demonstrations; conducting interface and liaison with fleet stakeholders regarding issues of UUV system design, development, and employment; and functioning as Technical Direction Agent (TDA) for UUV acquisition programs.
Description of product:
The Sonar Intercept Receiver (SIR) prototype has been in development for several years, per Small Business Innovative Research Contract N68335-19-C-0221, Phases I, II and III, Topic #N092-157. Since its inception, the concept and design development of the SIR prototype has been sponsored by Program Executive Office Unmanned and Small Combatants Naval Special Warfare ( ), , in concert with SBIR contractor Analysis, Design & Diagnostics, Incorporated (AD&D), of J . The functional requirement of the SIR is to serve as an underwater acoustic device to be employed by U.S. Navy divers in conjunction with various manned and unmanned undersea applications for the purpose of collecting and processing sound.
has tested the SIR prototype at all phases of its development. Currently, is conducting field tests of the hardware in to substantiate its functional performance under specific conditions. Upon the successful completion of performance exercises at the Government test facility the latest configuration of the SIR prototype is to be fabricated and transitioned to the Fleet, for final at-sea testing in its planned operational environments.
A total quantity of four (4) new SIR prototypes are required to accommodate different acoustic operational scenarios during Fleet at-sea training events.
