SOLE SOURCE JUSTIFICATION
Cushioning Pads for the All Up Round Simulators (AURS)

DESCRIPTION OF REQUIREMENT:
The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) is tasked with the manufacture of Tomahawk All Up Round Simulator (AURS) units which support the program. Interface cushioning pads are an integral part of the AURS and are required components of the AURS being built at
NUWCDIVNPT. The Interface cushioning pads are used as a compression fit between the capsule and missile tube in order to protect the from the effects of shock and vibration during AUR loading and handling operations. As such, the pads are critical components of the . In the late 1980s, Cytec
Industries, Inc. began manufacturing the required Interface Cushioning Pads for the after a lengthy certification process. Since that time, the has put Cytec’s cushioning pads through extensive testing over its years of usage. Cytec has demonstrated a long track record of producing quality interface cushioning pads including those purchased under contracts
Independent Government Cost Estimate:
Delivery Requirement: 12 weeks after contract award.
The contractor shall provide the facilities, fabrication services and material required to manufacture, test and inspect Cushioning Pads as follows:

SOLE SOURCE JUSTIFICATION
The Interface Cushioning Pads have not changed from their original design, and continues to meet the Government’s requirement. As such, and since Cytec is the original manufacturer of the v1.5_JANUARY2020 cushioning pads, additional certifications and testing will not be required. If the cushioning pads are manufactured by any other manufacturer, they will be using different molds than the Cytec ones that have been used for years, will not have the specialized test equipment that Cytec stood up to be able to perform precision tests. These factors will introduce additional risk and potential delays to the construction and testing of the
, onboard the submarines. Delays in shipboard testing can result in approximately $250K/day in shipyard costs, as well as approximately
$15K/unit rework.
The approval process will cause undue cost to the Government of at least $20,000.00 and unacceptable risk to the Fleet’s delivery schedule. The Government anticipates that it would require at least six (6) months to obtain the required certifications.
RESELLERS:
We are not aware of any resellers of the Elantas Cushioning Pads.
Requiring Department:
Based on the above, I recommend this acquisition be conducted on a Sole Source/Brand Name
Specification basis. I certify the technical data which form the basis of this justification are complete and accurate.
