About this file

This document is a sole source justification for a federal contract opportunity with the Department of the Interior Bureau of Reclamation. The justification requests two mobile and deployable satellite, Wi-Fi, and LTE communication systems from AT&T Mobility, LLC that can be rapidly deployed by a single person to provide broadband, Wi-Fi, cellular, and other radio communications capabilities under any conditions. The systems must be able to be stored indoors and fit through standard ADA doorways. The estimated cost is redacted. The sole source justification stems from the Joint Communication Infrastructure Improvement Project's approval of AT&T FirstNet as the designated communications network for the project along the southwestern US border, requiring the Bureau of Reclamation to use FirstNet-related equipment per the project's plans.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

1. Agency and Contracting Activity.

U.S. Department of the Interior, Bureau of Reclamation, Acquisition Operations Branch.

2. Name and Address of Single Source.

AT&T Mobility, LLC, 1025 Lenox Park Blvd NE, Atlanta, GA 30319-5309

3. Description of Supplies/Services and Estimated Cost.

(2) Rapid Deployable Broadband Communication Systems that can provide two mobile/deployable, all-in-one, satellite, Wi-Fi, and LTE communications systems with scalable capabilities. These systems must be able to be rapidly deployed by a single person to provide broadband (internet), Wi-Fi, cellular and other radio communications capabilities when and where it is needed under any conditions. The system must be able to be stored indoors and transit through standard ADA doorways.

Estimated Cost:

Period of Performance: One year warranty period which begins on the date of delivery – per statement of work.

4. Description of Circumstances, including why only one source is reasonably available.

The Joint Communication Infrastructure Improvement Project (JCIIP) was created in 2017 with the goal of modernizing communications networks in southwest of the United States.

JCIIP was created to build a shared communications network with DOI agencies (and other agencies) along the southwestern US border. JCIIP specifically authorized AT&T FirstNet as the communications network to use for the project. BOR is required to follow the guidelines and communications plans that were approved by JCIIP with regards to the types of equipment that can be used. JCIIP chose FirstNet and FirstNet related equipment for use.

BOR cannot deviate from JCIIP’s plans.
