About this file

This document is a sole source justification for the procurement of Asterion brand DC programmable power supplies from AMETEK Programmable Power, Inc. The Naval Sea Systems Command requires these specific power supplies for lithium battery testing to collect necessary data via ethernet connectivity and satisfy voltage, current, and power requirements. One supply needs three channels providing a total of 1800 watts, while another requires 3400 watts of power. Only Asterion supplies meet the single phase AC input and ethernet/USB/serial port connectivity needed. A competing product requires a three phase input incompatible with the Navy's single phase voltage. Procuring these sole source supplies is critical to avoid delays in fleet battery safety certifications and recommendations.

NSWCCD Sole Source/Brand Name Justification Under SAT Rev 3 Template Effective February 2023

(1) The Asterion ASA Series 600 W DC Programmable Power Supply contains three separate channels, each able to provide 600 watts (W) of power with a voltage range from zero to 60 volts (V) and a current range from zero to 42 amps (A). The combined 1800 W total output power for the three channel system enables Code 636 the ability to satisfy a wider testing need without requiring the purchase of additional models. The Asterion power supply is also be able to connect to our data acquisition equipment by ethernet via LXI/LAN communications in order for NSWC test personnel to collect data for lithium battery test reports, while other possible supplier do not offer the ethernet communications.

(2) Code 636 also requires a larger power supply for larger batteries on the kilo-watt level. The Asterion 3.4 kW DC Programmable Power Supply is capable of meeting this need. This equipment must be programmable for voltage output between zero and 100 volts (V) with a current output range between zero and 34 amps (A) and a rated power of 3400 watts or 3.4 kW. In order to collect necessary data from our data acquisition software, the power supply must have ethernet LXI/LAN, USB and serial port connection with a single phase AC input. One other power supply could meet most of the specifications, however the input voltage for AC power was three phase, which would require the Navy facility to be modified because Code 636 only has a single phase voltage at the location.

1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.

2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment Manufacturer (OEM).

AMETEK Programmable Power, Inc. is the manufacturer (OEM) of the Asterion line of DC programmable power supplies. AMETEK only sells their products directly, not through distributors, and Southern Marketing Associates Inc. (SMA) is the AMETEK Programmable Power Distributor (PPD) manufacturer representative for the southeast and mid-Atlantic states. See attachment Email, SMA J. Welch, 6/13/2023.

3. Other Reasons:

Failure to procure these power supplies will impact fleet mission because the lack of equipment will delay battery safety certifications and recommendations.

C. LIMITED SOURCE (FAR 8.405-6):

Item required must be a brand name product, or feature of a product, particular to one manufacturer.

1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.

2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment Manufacturer (OEM).
