JUSTIFICATION FOR SINGLE SOURCE AWARDS IAW FAR 13.106-1

(OVER MICRO-PURCHASE THRESHOLD($3K) BUT NOT EXCEEDING THE SAT ($250K))

IAW FAR13.104, COs must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase. When competition is not practicable, IAW FAR13.106-1(b), COs solicit from a single source for purchases not exceeding the simplified acquisition threshold. COs may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). IAW FAR13.106-3(b)(3),COs are required to include additional statements explaining the absence of competition (see 13.106-1 for brand name purchases) if only one source is solicited and the acquisition does not exceed the simplified acquisition threshold (does not apply to an acquisition of utility services available from only one source) or supporting the award decision if other than price-related factors were considered in selecting the supplier. This template when completed can be used to document single source awards IAW FAR13.106-3(b)(3). Note: Statements such as "only known source" or "only source which can meet the required delivery date" are inadequate to support a sole source purchase.

1. PURCHASE REQUEST OR REQUISITION NUMBER:

TBD

1A. PROJECT/TASK

NUMBER

TBD

1B. ESTIMATED AMOUNT:

$113,425.00

2. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) Innovators Network (iNET) has a requirement for Cloud-based 3D Wound Imaging & Management System. The scope includes furnishing of all qualified personnel, labor, facilities, supplies, equipment, transportation, supervision, and other non-personal services necessary (e.g., software modifications) to outfit and support VA Medical Centers (VAMC) piloting adoption of their technology. This System allows clinicians to more consistently and accurately measure and document wounds, collaboratively monitor healing progress with other care team members, standardize treatment protocols, and better manage and prioritize wound care patients through analytical dashboard and proactive alerts.

3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER

SUPPLIES OR SERVICES CAN BE USED:

The VA VHA iNET currently utilizes the Parable Parable Mobile Wound Management Software via the current vendor Standard Communications Inc. (SCI). In the interest of veterans’ continuity of care across multiple VAMC, VHA is considering a sole-source procurement. Parable’s data and software is proprietary in nature and for continuity of data and service in the department, continued use of this product is necessary. Furthermore, Parable is the only solution on the market that has obtained an Authority to Operate (ATO) on the VA network, and therefore the only solution capable of interfacing with VistA/CPRS in the manner necessary to provide unrestricted functionality and desired features of the software/service.

4. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE, WHICH CAN PROVIDE THE SUPPLIES OR SERVICES:

VA VHA currently utilizes the Parable Mobile Wound Management Software via the current vendor Standard Communications Inc. (SCI) under VHA’s iNet requirement for “Cloud-based 3D Wound Imaging and Management System.”

Not only is Parable’s Mobile Wound Management Software the only product capable of meeting contract requirement’s, Standard Communications Inc. (SCI) – a VetBiz Verified SDVOSB – is the sole vendor capable of contracting with the government.

5. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND RESULTS OR STATEMENT WHY IT WAS NOT

CONDUCTED:

Queries into Vendor Information Page (VIP), GSA e-library, and Dynamic Small Business Search (DSBS) were unsuccessful either due to lack of relevant results or relevant, but incapable products. A query of the Federal Procurement Data System – Next Generation (FPDS) revealed another product/vendor like Parable’s Mobile Wound Management Software from Standard Communications Inc., called the Silhouette Wound Assessment and Management System, from Aranz Medical. However, the Silhouette system is not cloud-based (requires physical servers to be installed at the facility) and does not meet mobility/compatibility requirements (i.e., tethered to Windows OS computer, not compatible with iOS mobile devices, such as VA Mobile iPads used for Telehealth).

6. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
