v1.5_JANUARY2020
SOLE SOURCE JUSTIFICATION
PDRO-14909 Upgrade
DESCRIPTION OF REQUIREMENT:
The Naval Undersea Warfare Center, Division Newport, is seeking an improvement to
The Ultra Electronics Herley (UEH) improvement efforts will include changes to the PDRO design to correct a performance deficiency. The outline of the unit will be changed to replace the
D-connector with filtered feedthrough pins for power and control. A 4 hole RF connector will be used in the new design to improve performance by reducing RF leakage. This task will result in an improved design, a test report, and a demonstration unit.
The improvement effort on the PDRO has a 30-week lead-time with a required delivery date of
26 March 2021. The anticipated total value is
REQUIREMENT:
Minimum
Specifications/Salient
Features Description
(1)
Package Modification for PDRO-14909 in accordance with
SOW
(2) QUALIFICATION REPORT / TESTING
One improved PDRO unit will be built and tested. The UEH Acceptance Test Procedure (ATP) will be run, and measured performance for all parameters will be recorded on the existing
Acceptance Test Data (ATD) document. RF leakage will be improved, with a goal of a 30 dB reduction in RF leakage. The RF leakage improvement achieved will be measured, recorded, and included with the test data. Qualification testing including vibration, mechanical shock, and temperature will be completed as part of the ATP.
Deliverables (contractor format)
1. Completed ATD for revised design.
2. Revised PDRO specification.
3. Demonstration unit delivered as residual hardware.
SOLE SOURCE JUSTIFICATION:
The PDRO was designed and manufactured by UEH. UEH is the proprietary owner of the
PDRO design, and has built the PDRO that is currently in place for the SubHDR design. The
PDRO-14909 has the mechanical performance necessary to meet the SubHDR specifications, as well as the form factor to interface properly with the SubHDR design.
Any vendor other than UEH would be have to develop a new custom design to satisfy the
SubHDR’s specific requirements for all electrical performance, mechanical fitment, and environmental performance. An alternative design would also require integration testing to ensure sufficient performance in the SubHDR antenna. This redesign and integration effort would be a substantial duplication of cost to the Government that is not expected to be recovered through competition.
A recent contract to replace the in the SubHDR Antenna represents a design of at least 50% similar complexity. This SSA replacement required a 6-month and effort to develop the outline drawings and specifications necessary to solicit the replacement.
Furthermore, the development time including verification and integration testing was in excess of 6 years, at a cost in excess of . In comparison to the SSA effort, the time and cost associated with developing a new custom design at 50% of the SSA effort will be more than 3 years and the cost would be in excess of
It is critical that the Navy have a PDROthat meets the system requirements for the SubHDR
Antenna as soon as possible. The time required for an alternate vendor to design a custom replacement PDRO and for the Navy to integrate that PDRO into the SubHDR design could take more than 3 years, which would cause an unacceptable delay in fulfilling the Navy’s requirements.
UEH owns the proprietary design of the PDRO, therefore, UEH is the only company capable of satisfying the Navy’s requirements without the Navy (1) incurring a substantial duplication of costs that would not be expected to be recovered through competition, and (2) experiencing unacceptable delays in fulfilling fleet requirements and developing replacement technology.
Requiring Department:
Based on the above, I recommend this acquisition be conducted on a Sole Source basis. I certify the technical data which form the basis of this justification are complete and accurate.
APPROVAL:
Contracting Officer:
Based on the above, I have determined that the circumstances of the contract action deem only one source reasonably available to fulfill the requirement. I certify that this justification is accurate and complete to the best of my knowledge and belief.
