SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS
From: , Code 872
To: Cognizant Code 02 Acquisition Branch
Subj: SOLE SOURCE JUSTIFICATION FOR TECPLOT SOFTWARE
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND
DELIVERY REQUIREMENTS
Software that combines engineering plotting and advanced data visualization for 2D and 3D into a single tool, including CFD and FEA analysis functions for structured and unstructured meshes is required for the design and analysis of marine propulsors and fluid systems. Plotting and visualization needs include multiple line plots, contour plots with multiple variables, symbols colored by value, streamline tracing, simple equations, and the storage of the plotting instructions separate from the data. The data format used for input and output to unique custom propulsor design and analysis software must be supported by the plotting and visualization package.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION
The Tecplot software is an integral part of the propeller design and analysis process in Code 872.
Custom software has been developed to interface with Tecplot. This existing propeller design and analysis software was written not just at NSWCCD, but also at the Massachusetts Institute of
Technology (MIT), at the University of Texas at Austin (UT), and by Applied Physical Sciences
(APS). This software does not include its own graphical user interface. It relies on the availability of Tecplot to display the output.
For hydrodynamic design of propellers, the code BSHAPE shapes propeller blade geometries based on a flow solution and writes the geometry and changes in Tecplot format. The code
NCBLADE generates a blade surface in Tecplot format from design quantities. The code
FILLET creates fillets and writes the geometry in Tecplot format. The code DTSRFC is used to compute surface curvatures and normal vectors from the NURBS blade surface and writes the results in Tecplot format. PBD-14, which solves the flow around the propeller blade accepts geometry input and writes pressure and circulation output in Tecplot format. MTFLOW, the through flow solver uses Tecplot format for input propeller blade geometry and flow solution output. For hydrodynamic analysis of propellers, the codes PSF-3 and PSF-10 are used for steady analysis. They both write Tecplot-format files. MPUF-3A, PROPCAV, PUF-14, and PUF-16 are used for unsteady analysis; they both write Tecplot files. INVPROP, which is used to extract design quantities from Cartesian surface definitions, requires XYZ geometry input in Tecplot format and writes design quantities in Tecplot format.
For structural analysis of propellers, the code PRENEN requires geometry input in Tecplot format and the code POSTNEN writes strain, stress, and displacement in Tecplot format.
These custom propeller design and analysis software packages have been developed around the
Tecplot software. These custom software packages are necessary for designing state-of-the-art propellers and were developed with decades of US Navy funding. The group that developed the software at MIT no longer exists, so they cannot be asked to revise the software.
Not only is the output file format significant. The instructions for displaying the information are stored in a separate file, called a layout file. Code 872 has an enumerable number of Tecplot layout files created over more than 20 years. Because propeller designs have lifespans of over
50 years, it is important to be able to refer to these old files. Tecplot is required to display this information.
Tecplot is a critical component of the existing propeller design and analysis system in Code 872.
There are a large number of existing files in Tecplot format, including layout files. Many software packages necessary for propeller design and analysis have been developed to interface with Tecplot. No other company can provide the maintenance renewals due to proprietary rights.
Therefore, in accordance with FAR 6.302-1(2)(i)(A), only one responsible source demonstrates the unique and innovative concept and abilities. No other provider will satisfy the requirement.

3. MARKET SURVEY
A survey of plotting and visualization software conducted on the internet did not reveal any competing products with the capability to open Tecplot layout files. Tecplot, Inc. is the only vendor of the Tecplot 360 software as determined by an internet search and inspection of the
Tecplot, Inc. website, which identifies Tecplot, Inc. as the only distributor for North America
(see http://www.tecplot.com/distributors/).
