Department of the Army Sole Source Justification for Purchases under the SAT (Using Far Part 13)
Purchase Request NO.: 0011598582-0001
1. Contracting Activity: The US Army Contracting Command – Detroit Arsenal (ACC- DTA) is the procuring activity for this action.
2. Description of the Supply or Service Purchased: This action is to support Ground Vehicle Systems Center (GVSC) for procurement of a software license and Software Support from Green Hills Software:
· Qty 3: GA-AMP-PPC-PRM-W AdaMULTI Professional Integrated Development Environment including: AdaMULTI debugger, Graphical Program Builder, Editor, AdaMULTI run-time error checking, code-coverage analysis, profiling, Ada95 compiler and toolchain and Ada Bare Board run-time, Optimizing C/C++ Compiler and Toolchain
· Qty 3: @GA-AMP-PPC-PRM-W Annual support for GA-AMP-PPC-PRM-W
· Qty 3: GH-GP3-PPC-CP2-UNS Green Hills Probe preconfigured for the MPC5554 processor. For debugging Power Architecture processors with COP 16-pin debug interfaces (TE version).
· Qty 1: @GH-GP3-PPC-CP2-UNS Annual support for GH-GP3-PPC-CP2-UNS

3. Dollar Amount: The estimated total purchase price is $113,984.

Fiscal Year 2021 OMA Post-Production Software Support (PPSS) funds will be used for this effort.
4. Authority Cited: The statutory authority permitting other than full and open competition is: 41 U.S.C. 253(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 13.106-1(b)(1), “Soliciting from a Single Source.”
5. Reason for Authority Cited: Green Hills produces Ada MULTI Professional Integrated Development Environment which is the current software compiler for the Bradley A3 & A3-Bradley Fire Support Team (BFIST) Turret Processing Unit (TPU) software. This software is critical for the ongoing maintenance of the Bradley A3 & A3-BFIST software as part of the overall Post-Production Software Support (PPSS) program currently led by the Combat Capabilities Development Command (CCDC) Aviation and Missile Center (AvMC). Per the CCDC directed Bradley PPSS and Software Integration Laboratory (SIL) transition from AvMC to GVSC, this software compiler is required for GVSC to establish a baseline software sustainment capability while AvMC continues to lead the mission. No other 3rd party companies can provide particular services without a major update and re-design to the overall Bradley software which would result in schedule delays, increased cost and technical risk.
6. Market Research: Pursuant to FAR 10.002, market research was performed in September 2020 by Richard Kreiner, computer engineer, GVSC SEC, to determine Ada MULTI Professional Integrated Development Environment vs outside 3rd party vendors. It was determined that any software other than Green Hills Ada MULTI Professional Integrated Development Environment would be detrimental to the support of Bradley PPSS SIL support.
Currently the customer does not have the required software in their inventory and no other excess software licenses or software support are known. A search of the Federal Prison Industries (Unicore) for compiler software did not reveal the desired products. A search of AbilityOne schedule of supplies also did not reveal any matching products. GSA Advantage also did not yield any positive results. All search results have been properly filed in PCF. Internet and Google searches revealed no additional sources.
Additional market research conducted by Tyler Kenny, Contract Specialist, Army Contracting Command 9 February 2021 using USASpending.gov provided contract number FA8571-13-P-0052. FA8571-13-P-0052 was issued by AFSC/PZIO/MXW at Robins AFB, GA on 8 February 2013.
