SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS

From:

To: Code 02 Simplified Acquisition Branch

Subj: SOLE SOURCE JUSTIFICATION for Taclanes

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND DELIVERY REQUIREMENTS

(6) General Dynamics TACLANE-FLEX (KG-175F) Required to maintain IA posture and accreditation and to continue supporting ongoing basic/applied research in newly created workspace.

Original Equipment Manufacturer (OEM): General Dynamics Mission Systems Inc. 150 Rustcraft Road Dedham, MA, 02026

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION

Taclanes are an integral part of the Navy’s mission in support of fleet requirements. These taclanes directly support mission requirements, and have been used in support of the Navy’s fleet and trial schedule for years. Systems have been built around these taclanes, and the OEM, General Dynamics Mission Systems Inc, is the only certified contractor to supply these taclanes to the Navy. As stated in the attached sole source letter from the contractor, “This letter serves as a notice that General Dynamics Mission Systems, Inc. (“GDMS”) is the sole source manufacturer (Original Equipment Manufacturer – OEM), distributor and owner of the Certified Type 1 COMSEC Product Lines.”

There are no comparable taclanes in the commercial marketplace because of the capabilities and processing abilities of the taclanes manufactured by GDMS. The software and compatibility features that these taclanes possess have been designed to support in-house navy equipment.

Even if there were comparable taclanes in the commercial marketplace, the government would need to spend millions of dollars to revamp systems and compatibility features that have been manufactured around the procurement of the GDMS Type 1 COMSEC Taclanes. Additionally, upwards of 100 labor hours would be required between 5 ND-05 level engineers to be train to learn the capabilities of a new taclane software. This is not plausible in terms of funding or time, as these taclanes are needed in support of trials immediately.

3. MARKET SURVEY

Certified Type 1 COMSEC Products have reselling restrictions imposed by the National Security Agency (NSA), therefore GDMS does not currently have or plan to have resellers for the Product Lines listed above. However, based on the COVID-19 situation, NSA cannot support the bandwidth on these required taclane procurements. Therefore, the procurement process will be conducted internally, with market research based off of NSA IDIQ contract H9823017D0025.

Contractor has confirmed that unit pricing under the NSA IDIQ contract will remain consistent.
