SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS
From:
To: NSWCCD Contracts Division, Subj: SOLE SOURCE JUSTIFICATION FOR RADIATION RANGE COMPUTER
UPGRADE, COBALT-60 SOURCE AND SAFETY INTERLOCK UPGRADE
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED
VALUE, AND DELIVERY REQUIREMENTS
The upgrade of the personal computer (PC) and operating system (OS) for the X80 and GC60-100 irradiators is required since both these PC’s are operating on Microsoft (MS) Windows XP. MS Windows XP is no longer authorized to be used across the Navy. The Co-60 radioactive material source, rabbit, freight and installation are required for the Radiation Technology Group Code to perform high energy and high exposure exposure rate experiments on radiation detection equipment using the GC60-100 irradiator. The Safety Interlock Upgrade would provide an engineering control that would prevent that multiple Radiation Range irradiators be operated simultaneously. The hardware and service needed to upgrade the PCs and OS, acquire and install the Cobalt- 60 source, and upgrade the safety interlock system are provided by the Original Equipment Manufacturer (OEM), Hopewell Designs, Inc. (HDI).
MANUFACTURER:
Hopewell Designs, Inc.
5940 Gateway Drive Alpharetta, Georgia 30004 770-667-5770
The total procurement is . Delivery and installation of the base award (PC and OS Computer Upgrade) is to be completed within nine months after contract award.
The other two optional Contract Line Items (CLINs) are due within 9 months after options are exercised.
2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
HDI possesses the proprietary rights of Irradiator Control software used to operate the X80 and GC60-100 irradiators. This software will be uploaded to the upgraded PCs and will need to run safely on MS Windows 10. HDI owns the GC60-100 irradiator design and drawings. HDI is the only manufacturer with the knowledge needed to safely install the Cobalt-60 source (with the proper rabbit dimensions) and ensure that the Irradiator Control software will operate as expected. Because of the proprietary mechanisms held by HDI on all contract line items (CLINs), it is not possible for any other company to gain the same level of working knowledge of the system. Therefore, HDI is the only company that can provide these upgrades and source installation services. Only one responsible source and no other services or components will satisfy agency requirements in accordance with FAR 6.302-1.
3. MARKET SURVEY
A recent internet search did not find manufacturers that could perform the services described in this document and still maintain the safety of operating the Radiation Range irradiators. The proprietary mechanisms held by HDI make them the sole OEM and therefore the only source available to provide the computer upgrade for the X80 and GC60-100, Cobalt-60 source for the GC60-100 and installation, and the safety interlock upgrade services.
