Market research found only one source, McFarland Research & Development Inc., could provide the templates due to possessing actual B52 airframe splice plates and experience developing the template process for Boeing. On February 28, 2020 the Government awarded contract FA812520P0042 to McFarland Research & Development Inc. for $61,684 to produce the templates, avoiding estimated rework costs of $156,250 and schedule delays of over 40 days if another vendor was used.

SUBJECT: Sole Source Justification for A20-056E B52 BBL55 Splice Plate Templates

1. 76 AMXG request the purchase of the following item (s):

Three (3) sets of BBL55 Splice Plate Templates, with the following specifications:

• Jig template machined from ½” stock aluminum thickness

• Trimmed to the shape of the original plate, plus 1in minimum perimeter

• Contour of the drill jig template should be machined or formed to match the contour of the faying surface between the splice plate and upper win/upper, within a 0.1” tolerance.

2. Drill jig templates are required for each splice plate requiring replacement, IAW TO 1B- 52H-3-1, paragraph 7.3. The templates and locater pins are needed to transfer fastener hole locations from the old plates removed from the aircraft to the new place being installed. A splice plate must be removed from the aircraft and placed onto the drill jig to shape the appropriate contour. The Squadron anticipated being able to locally manufacturer additional templates for use replacement task. PDM is currently in possession of one good set of templates that were provided by the OEM. To date, the task has been accomplished at 50% of PDM aircraft. Beginning with aircraft 61-0013, the task will be accomplished on 100% of PDM aircraft, therefore additional sets of templates and locater pins are needed to perform the task currently across more than one aircraft.

Without additional sets of templates and locater pins, 625 (25%) hours of rework are estimated to be needed to facilitate repositioning templates between more than one aircraft. Additionally, the 100% replacement task is estimated to extend 17 flow days across multiple PDM aircraft.

3. McFarland Research & Development actually developed this process for Boeing, by utilizing backbone components provided by Amarg. McFarland Research & Dev, created the original jigs, and currently possess actual B52 airframe splice plates. If any other vendor is used, the Squadron would have to retrieve an airframe, and remove major structural components in sections. An offsite company would then shape each of these 12 plates, only removing one from this airframe at a time. This would add 24+ PDM WIP days to this single airframe, as well as delay the acquisition of additional template sets.

4. Market research was performed reviewing Dynamic Small Business Search and System for Award Management databases using North American Industry Classification System Code 333514 looking for companies that could provide the item(s) listed above. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted. In review there is only one

(1) source that can provide this commodity for this acquisition.

5. I have determined, in accordance with FAR 13, that the circumstances of this contract action deem only a single source is reasonably available.
