Section B: Description of the Supplies/Services Required
The 355th OG is requesting the purchase of a power supply system IAW TO: ECR-2100014. The USB Power Supply system provides a power source to provide long term power to the pilot electronic flight bags (EFBs) used for TO/MAP/Checklist items during flight. Currently when flying with an EFB, A-10C aircrew have noted an average battery life of about 3 hours for the EFB. There are several instances where the EFB battery life is significantly less than 3 hours when using the maps provided on the EFB. Even though A-10C aircrew fly with 2 EFBs, there are several mission sets where battery life is still insufficient to meet mission requirements such as: Close Air Support (CAS), Combat Search and Rescue (CSAR), Forward Controller Airborne (FAC-A) and long range aircraft movements to support tasked deployments/ contingency operations.
Section C: Justification for Soliciting from a Single Source or Brand Name
Due to the publication of ECR-2100014 rev. B, the Staco power supply (PN: 55410-4563-001) was researched and engineered to support cockpit power supply capabilities specifically for the A-10C. Under ECR-2100014 rev. B only Staco power supply was used and tested during the research and development with this modification and has shown success in providing charging capabilities for mission requirements. Staco power supply (PN: 55410-4563-001) can only be provided by one company and has been explicitly stated within the ECR-2100014 rev. B as the only acceptable power supply in use for this effort. IAW, 6.302-1 – 10 USC 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
Section D: Efforts to Obtain Competition
Until the ECR-2100014 is revised for approval of alternate power supply systems other than Staco USBPP (PN: 55410-4563-001) system, no other company can provide the governments needs. Currently, only one company can provide this specific power system that the Airforce requires in accordance with ECR-2100014.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Once research and development has tested alternate systems and the ECR-21200014 lists approved alternatives for the current Staco USBPP system more companies will have the opportunity to fulfill future requirements.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
