1. Description of Supplies/Services.
Part # DESCRITION QTY 19A3920300 (MODIFIED) Multiport Manifold Temperature Controller (Update) 8
The requested ☒ supplies ☐ services represent the minimum requirements of the government, which have been verified by the certifying technical and requirements personnel.
2. Regulatory Authority Permitting Other Than Full and Open Competition.

These items are included in one (1) Instrument Calibration Procedure (ICP) and listed in the Navy Calibration Equipment (NCE) system of record. This standard supports multiple Navy laboratories to calibrate Hygrometers currently owned by the Navy.

3. Rationale Justifying Use of Cited Regulatory Authority.

4. Implication of Procuring another Brand/Manufacturer.
a.) ☐ Unacceptable Delays in Fulfilling the Agency’s Requirements.

This requirement is listed in Navy Calibration Equipment (NCE) and is included in one (1) ICP. If any other model is procured, the delay of modifying the ICP would incur an estimated 120 additional hours (1 ICP @ 120 hours each at per hour), or; in addition, we would need to replace 14 multiport manifolds already owned by the Navy (cost); and test any other model procured (labor cost). This would total in additional estimated costs.
The real-time delay is estimated between 6-10 months to complete the ICP modifications and testing if any other model is procured. This includes time for each step of the required research, reviews, and approvals throughout the technical, financial, and leadership chain.
Procurement of a model other than the one listed would impact the calibration labs, incurring delays as lab technicians would be unable to calibrate Khan 141-080-460 portable hygrometers that support multiple air-handling systems, including those involved with High Pressure Air systems as well as Torpedo Delivery systems..
This, in turn, would lead to readiness issues on submarines, causing submarines to remain docked at ports awaiting mission readiness status.
b.) ☒ Substantial Duplication Of Cost To The Government That Is Not Expected To Be Recovered Through Competition.

5. Actions to Remove Barriers to Competition.
For the reasons set forth in section 3 and 4, the Corona Division has no plans at this time to compete future contracts for the type of supplies/services covered by this document. If another potential source emerges the Corona Division will assess whether competition for future requirements is feasible.
