About this file

This document includes a justification for a sole source award and details of the related federal contract opportunity. The justification document outlines the need for a Cryogenic Dilution Refrigerator from BlueFors Cryogenics Oy Ltd. to support a hybrid superconducting and ion trapping experiment. Key requirements include a base temperature below 10 mK, cooling powers above 14W at 20mK and above 400W at 100mK, and accommodations for optical access. The statutory authority permitting other than full and open competition is cited as 10 USC 2304(c)(1). The related federal contract opportunity notice shows a contract was awarded non-competitively to BlueFors Oy on September 30, 2020 for $1185025 to provide the Cryogenic Dilution Refrigerator and installation. The awarding agency is identified as the Department of the Air Force Materiel Command Research Laboratory.

5. Justification or Authority for Action.

BlueFors is the only manufacturer of Cryogenic Dilution Refrigerators that will satisfy the requirements of trapped ion experiments in our laboratory. These include requirements of sample size, cooling power, location of the cooling system and flexibility for optical access for the cryogenic system in order to accommodate the installation of a full cryogenic trapped ion setup. BlueFors is the only manufacturer that is able to comply with all these requirements and configure their standard system to accommodate optical access without compromising cooling power and vacuum capabilities.
