MEMORANDUM FOR AFRL/RIKO

SOLE SOURCE JUSTIFICATION

1. a. Requiring Activity:

2. Nature and/or Description of Action.

a. Description of Requirement: This requirement is for the purchase of twenty three (23)

Bronze level Help Desk support, one (1) Gold Level Help Desk support, and thirty (30)

Tactical Chat Server v 1.2.

3. Description of Supplies or Service. This requirement is for the purchase of twenty three (23)

Bronze level Help Desk support, one (1) Gold Level Help Desk support, and thirty (30) Tactical Chat

Server v 1.2 licenses.

4. Statutory Authority. 10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy the agency requirement

5. Justification or Authority for Action.

TacChat is currently being used by Air Force Life Cycle Management Center (AFLCMC) as a chat solution. AFLCMC has requested 30 Tactical Chat Server licenses along with 23 Bronze Help Desk and one Gold Help Desk. Trident is the developer of TacChat, which is a chat capability. TacChat is an approved Air Force Standard Desktop. It is a certified, single domain standards-based chat server that is designed to meet rigorous Department of Defense standards. If another chat capability were to be used, AFLCMC’s initial investment of would be lost as well as the time and investment of investigating other certified chat clients that are approved for use on the Air Force Standard Desktop.

Trident Systems is the only source able to meet these requirements without the U.S. Air Force experiencing substantial duplication of cost and effort that could not be expected to be recovered through competition.

6. Efforts Made to Ensure Offers are Solicited from as Many Sources as Practicable.

A Notice of Proposed Contract Action was synopsized as a pre-solicitation notice on BetaSAM

(www.Beta.SAM.gov) between 17 July 2020 and 01 August 2020. response was received, however, FOR OFFICIAL USE ONLY after review by the end user, it was determined to not meet the specific needs of the Government's requirement.

7. Determination by the Contracting Officer that the anticipated cost to the Government will be Fair and Reasonable

The Contracting Officer determines that the anticipated cost to the Government will be fair and reasonable in accordance with FAR 13.106-3(a)(2)(iii) Current price lists, catalogs, or advertisements, and FAR 15.404-1(b)(2)(ii) Comparison of the proposed prices to historical prices paid, whether by the

Government or other than the Government, for the same or similar items

8. Market Research/Other facts:

The Government estimate is based on a quotation by Trident Systems Inc., for the needed software and support in the amount of This informational quote was obtained by AFRL for budgetary purposes.

11. Statement of Actions to Remove/Overcome Barriers to Competition:

AFRL/RIEBA will continue to research the performance and capabilities of similar products towards future requirements. Any company that offers a product which meets the required specifications will be considered for procurement.

12. Contracting Officer’s Certification.

The contracting officer’s signature on the Coordination and Approval Document evidences that he has determined this document to be both accurate and complete to the best of his/her knowledge and belief.

13. Technical / Requirements Personnel Certification.

As evidenced by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
