SOLE SOURCE JUSTIFICATION AND APPROVAL

2. Nature and/or Description of the Action Being Processed
This action is for a new firm fixed price order for a Lab CAT-M/IoT LTE System - Pico LTE CAT- M/NB-IoT LTE Network hardware, software, accessories and upgrade to the existing Nokia Macro eNodeB.
3. Description of Supplies/Services Required to Meet the Agency’s Needs
This requirement’s estimated value is and is for a Lab CATM/IoT LTE System - Pico LTE CAT-M/NB-IoT LTE Network hardware, LTE3-M LTE Category M1/NB-IoT Gateway modems, programmable SIM Cards, associated options for 12 months for support and training. It also includes software support and upgrade to the existing Nokia Macro eNodeB, previously purchased in 2017 under contract number FA875116C0012.
4. Authority Permitting to a Sole Source
10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy the agency requirement.
5. Justification or Authority for Action.
LTE CAT-M/NBIoT is a new product that was recently introduced to the market and has not been sold to other customers in the U.S., thus far. is the sole U.S. reseller of the Nokia ECX-Pico LTE-CAT- M/NB/IoT products. They are also the only designated U.S. reseller of the CellXica hardware and software capability required to utilize the Nokia ECX-PicoLTE. No other manufacturer is available to provide specific Lab CATM/IoT LTE System - Pico LTE CAT-M/NB-IoT LTE Network that will work with AFRL’s existing Nokia’s system, purchased through a previous solicitation in 2017. Procuring a unit from a different vendor would cause incompatibilities and render the previous government investment obsolete. is the only known source that can provide the specific equipment with the aforementioned specifications. Given this information, AFRL would experience substantial duplication of cost that could not be recovered through competition and would incur unacceptable delays trying to fulfill this requirement through a different source.
6. Efforts Made to Ensure Offers are Solicited from as many Sources as Practicable.
A notice of proposed contract action (NOCA) in the form of a pre-solicitation notice, outlining the Government’s intent to award a sole source contract for the required items directly to , was posted on FedBizOpps website between 6 Jan 2020 and 21 Jan 2020. No responses were received to the NOCA to indicate that any other source was interested in or capable of fulfilling the Government’s requirement.
7. The Contracting Officer determines that the anticipated cost to the Government will be fair and reasonable.
In accordance with FAR 15.404-1(b)(2)(ii) the contracting officer will perform comparison of proposed prices to historical prices paid, whether by the Government or other than the government, for the same or similar items to ensure that the final agreed-to price is fair and reasonable.

The Government will continue to monitor the market in order to identify opportunities to maximize competition in potential future requirements and in the event that the research and development activity changes, other products will once again be evaluated to determine their capability to support future projects.
