2. Nature and/or Description of the Action Being Processed
This action is for a new firm fixed price order for three M100 Advanced Avionics Computers.
3. Description of Supplies/Services Required to Meet the Agency’s Needs
This requirement’s estimated value is and is for three M100 Advanced Avionics Computers (AACs) from GE Aviation Systems. M100 meets size, weight, and power requirements for embedded systems for edge computing.
4. Authority Permitting to a Sole Source
10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy the agency requirement.
5. Justification or Authority for Action has provided funding to AFRL/RI to develop the T-100 Secure Advanced Avionics Computer (SAAC). The T-100 will integrate the AFRL T-CORE processor with GE Aviation Systems’ M100 AAC. The three M100 AACs are required to model the T-100 SAAC for software development and testing. GE Aviation Systems is the sole provider of the M100 AAC and no other system will meet the needs of this requirement. M100 meets size, weight, and power requirements for embedded systems for edge computing. The M100 is 3”x6.25”x2.88” in size, less than 2lbs in weight, and consumes approximately 20W of power (depending on use). The M100 is convection cooled and designed to meet vibration and electromagnetic interference environmental conditions. The M100s performance provides up to 1 teraflops. The M100 includes various input/output interfaces; such as: Gigabit Ethernet, CAN Bus 2.0, RS-485/RS-422, low speed serial IO, analog IO, and discrete IO. The M100 includes an embedded GPS, a gyro, an accelerometer, and an altimeter. The M100 supports a 2x2 multiple input multiple output (MIMO) software defined radio (SDR), 4th Generation Long Term Evolution (LTE) Category 1, multiple operating systems and real-time operating systems.
The M100 AAC is necessary to model the T-100 SAAC for software development and testing while the T-100 SAAC is in development. Not procuring the M100s would prevent AFRL/RI from developing the software and performing tests for the T-100 until after the T-100 has been developed, approximately a three year schedule impact. Being unable to demonstrate the capabilities of the T-100 through model demonstrations may jeopardize further funding from .
Market research has not provided evidence of any other computer that meets the specific size, weight and performance of the M100. GE Aviation Systems is the only known vendor that provides a flight tested high performance (1 teraflop) avionics computing system with comparable size (3”x6.5”x3”), weight (less than 2lbs), power (less than or equal to 20W), embedded components, IO, and software support that will fulfill this requirement.
6. Efforts Made to Ensure Offers are Solicited from as many Sources as Practicable.
A notice of proposed contract action (NOCA) in the form of a pre-solicitation notice, outlining the Government’s intent to award a sole source contract for the required items directly to GE Aviation Systems, LLC, was posted on beta.SAM.gov website between 22 April 2020 and 07 May 2020. One inquiry was received from Stephanie Hsu, from email address shsu62@bgov.com, dated 22 April 2020, the email did not reference a company name. It was a request for information on whether this is an ongoing or new requirement. No other responses were received to the NOCA to indicate that any other source was interested in or capable of fulfilling the Government’s requirement.
7. The Contracting Officer determines that the anticipated cost to the Government will be fair and reasonable.
In accordance with FAR 15.404-1(b)(2)(ii) the contracting officer will perform comparison of proposed prices to historical prices paid, whether by the Government or other than the government, for the same or similar items to ensure that the final agreed-to price is fair and reasonable.

The Government will continue to monitor the market in order to identify opportunities to maximize competition in potential future requirements and in the event that the research and development activity changes, other products will once again be evaluated to determine their capability to support future projects.
