Adversarial Air Support (Mi-24 Hind Helicopters)

IV. Statutory authority permitting Other than Full and Open Competition.

FAR Subpart 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Davis-Monthan Air Force Base (DMAFB) requires Adversarial Air Support services as described in the Performance Work Statement (PWS). Only one vendor, VTS Aviation was found to be interested and capable of meeting the requirement.

Other vendors were contacted but were found to not be capable of providing the required Mi-24 HIND helicopters. The Mi-24 Hind helicopters are required, as they are the adversary aircraft that is being trained for in this exercise. The intent of this requirement is to familiarize DMAFB UH60 pilots with the tactics, techniques, and procedures of adversaries helicopter pilots. Deviation from the Mi-24 Hind would not allow for the required familiarization to take place with the Mi-24 in particular. Therefore, it was determined that in consideration of the organization's critical mission and minimum needs there is a reasonable basis to conclude that the unique supplies available from a limited number of source suppliers with unique capabilities is applicable under the authority and application of FAR 6.302-1.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Market research efforts included contacting commercial vendors that supplied aircraft services capable of meeting this requirement. An Intent to Sole Source will be posted to the Government Point of Entry (GPE) for a minimum of 30 days and any interested sources will be reviewed to determine their capability in meeting the Government's requirement.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Proposed price will be determined fair and reasonable in accordance with applicable Federal Acquisition Regulation procedures.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research for this requirement included a review of previous acquisition history and accessing known source lists that offer services of this nature.

VTS Aviation LLC expressed an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The goal of the 355th Contracting Squadron is to utilize the most efficient and affordable services in an effort to meet the customers' needs in a timely manner. The unit is always looking for additional vendors via the Internet, previous acquisition history research, and known sources.
