Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: 21 CONS Purchase Request/ Identification Number:

Project/Program Name: AFSPC Integrated Library System Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

Provide an established, current and proven web based remote Active Server Pages (ASP), Integrated Library System (ILS) to three (3) Air Force Space Command (AFSPC) general libraries and one (1) Air Force Global Strike Command (AFGSC) general library located at the following locations: Patrick AFB, FL; Peterson AFB, CO; Vandenberg AFB, CA; and Malmstrom AFB, MT. This web based software will host all patron data and bibliographic records for the four (4) libraries.

Section C: Justification for Soliciting from a Single Source

In accordance with FAR 6.302-1(a)(2)(iii), services are deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in, (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition. The Government made an investment when acquiring new services from EOS, including a subscription license for the tailored front end specific to this contract;

including migration of data, training and transition at the cost of as well as two months of cooperative efforts from the library staff. This cost will be duplicated if a contract is awarded to a new vendor. The customer has completed market research to develop a estimate of to continue maintenance on the current system for 5 years. If a new vendor is chosen, duplication of transition would result in an estimated contract, a increase as well as significant non-priced manpower requirements.

Section D: Efforts to Obtain Competition

Market research identified many vendors that provide ILS commercially as Software as a Service (SAAS); however, only a few vendors exists that have Authority to Operate (ATO) with the Air Force to host Personally Identifiable Information (PII). The incumbent already has ATO with the Air Force. If this requirement was competed, the Government will incur substantial duplication of cost that is not expected to be recovered through competition.

Section E: Steps to Preclude Future Single Source Awards

Under the Strategic Sourcing initiative, the Air Force is anticipated to award an Integrated Library Systems contract for Air Force wide use. This organization will conduct market research during each reacquisition to explore alternate methods of fulfilling this requirement.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
