Section C: Justification for Soliciting from a Single Source

Timing is critical for technical control facility multiplexers and trunks; communication services such as DSN voice, NIPRNET and SIPRNET data communications require timing at all times. Technicians are trained to operate this equipment as a primary timing unit. The impact of not purchasing this brand would add a cost to replace the existing system of approximately and would take approximately of installation and training on a new system throughout the entire AOR. Our section is responsible for management of equipment parts at each location; a site with non-standard equipment than other sites would complicate management/ tracking especially due to military rotations along with interrupting essential uniformity throughout the AOR. The standard use of single type equipment allows for lateral compatibility, ensures robust survivability and allows for rapid replacement from interdepartmental sources if needed.

Fei-Zyfer, Inc. is the only brand able to meet the requirement without the United States Air Force experiencing substantial duplication of cost that could not be expected to be recovered through competition, and thus makes this brand-name uniquely required to meet the agency's current needs.

Section D: Efforts to Obtain Competition

A sources sought email posted to NETCENTS 2 identified four (4) potential sources for this requirement; however, based upon a Sole Proprietorship letter received from FEI-Zyfer, Inc. (Cage Code: 32964) dated 7 January 2016, there are no dealers or distributors in the United States that are authorized to sell FEI-Zyfer brand name products. FEI-Zyfer brand name products, to include the Model 391 Gsync, are only available from FEI-Zyfer directly.

In an email sent to the NETCENTS 2-Products Engineer, requesting a NETCENTS 2 waiver for a different sole source requirement, Mr.

Michael Ivison stated that in accordance with the new AFI 63/20-101, waivers are no longer allowed with the NETCENTS contracts.

Additionally, Mr. Ivison stated that for NETCENTS 2-Products, the contracting agency should have documentation from the OEM, stating they are the only authorized resellers.

FEI-Zyfer which is a small business concern, confirmed in its Sole Proprietorship letter that it is the only authorized source for this requirement. Additionally, market research found that purchasing FEI-Zyfer brand name producsts or support from any other source will not include manufacturer support or warranties for the items purchased and could incur additional costs to the Government or void any existing warranties.

Section E: Steps to Preclude Future Single Source Awards

The 20th Contracting Squadron and AFCENT A6X will continue to research other potential equipment and process options that can be used by the Government in order to promote competition.
