About this file
This document is a Justification for Sole Source acquisition for steel grit, issued by DLA Maritime Puget Sound Naval Shipyard. The document justifies procuring 50 drums (1,600 lbs each) of high carbon cast steel grit (Size G50) exclusively from Ervin Industries, Inc. based on prior testing that demonstrated the manufacturer's product is uniquely compatible with existing blast machines and meets specific technical requirements.
The sole source justification is supported by three key rationales: (1) previous testing showed Ervin Industries' grit did not damage blast machines, unlike a competitor's product, (2) alternative manufacturers would require extensive and costly testing involving at least 25 drums per potential supplier, and (3) testing delays could disrupt production workflows. The procurement is for new manufacturer steel grit only, explicitly excluding recycled materials, with an urgent required delivery date of "ASAP". The document is dated 05/21/2018 and references a future contract award date of 04/25/2025, with the total contract value noted as $103,287.00 for the steel grit procurement.

X Specific characteristics of the material or service that limit the availability to a sole source or particular brand name (unique features, function of the item, etc.).
Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
- Puget Sound Naval Shipyard has previously conducted testing on Ervin Industries, Inc.
material as well as a competitor’s product. The test data revealed that the competing manufacturer’s material caused damage to our blast machines while the grit from Ervin Industries, Inc. did not. It also concluded that the competing manufacturer’s product did not meet the requirements of the Rockwell Hardness Test. This testing validates that Ervin Industries, Inc. not only meets specifications but is compatible with the blast machines we have in place. This pre-established compatibility reduces the need for additional testing and minimizes the risks and cost associated with introducing material from a new manufacturer.
- When considering other manufacturers, testing must be accomplished to ensure compatibility with our machines. In this scenario, end user is requiring a minimum of 25 drums from each potential manufacturer be sent to us for testing. The significant quantity of materials needed for testing purposes can lead to high procurement costs, increased storage space requirements, and potential waste if the material does not meet the specification. The financial cost associated with repairing or even replacing damaged machines due to utilizing incompatible material must be considered as well.
- Because testing can be time consuming, we run the risk of going empty bin in shop stores.
The potential delays incurred during the testing phase can have a significant impact on production schedule, potentially disrupting workflow continuity and affecting overall productivity.
The requested material or service represents the minimum requirements of the
Government.
CHECK & FILL IN ALL APPLICABLE BLANKS BELOW
X The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system.
Testing has already been accomplished to validate Ervin Industries, Inc. not only meets the specification but also ensures the integrity of our blast machines. This level of assurance is invaluable. Especially when considering the potential consequences of using substandard or incompatible grit, as evidenced by the damage inflicted on our machines when testing another manufacturer’s product.
A patent, copyright, or proprietary data limits competition. The proprietary data is:
These are “direct replacements” parts/components for existing brand name equipment.
