Description of the item or service required, the estimated cost, and required delivery date.
The PureFlo Powered Air Purifying Respirator (PAPR) is a form of respiratory equipment involving a hard-hat style helmet with a face mask and a neck cape. The PAPR draws air through a filter in the back of the helmet and routes it to the worker’s breathing zone, while providing approved head, face and eye protection to the wearer.
Specific characteristics of the material or service that limit the availability to a sole source (unique features, function of the item, etc.). Describe in detail why only this suggested source.
The PureFlo ESM PAPR from Gentex Corporation is the only industrial-use head-mounted PAPR in existence with the required Assigned Protection Factor to replace current emergency-use respirators and air-fed hoods used by the program. No other PAPR unit in existence meets all the safety and respiratory protection needs of the Shipyard during a radiological casualty involving airborne radioactivity. No other head-mounted PAPR models provide approved protection to the head, eyes and face, as is required when working in an industrial setting such as a dry dock or a submarine, while also providing an Assigned Protection Factor of 1000 to meet program requirements for performance of work in an airborne radioactivity area. Other PAPR styles such as belt-mounted PAPRs do not allow for a wearer to effectively utilize anticontamination clothing in highly contaminated areas and very highly contaminated areas as required by NAVSEA source documents. This is due to the fact that a belt mounted PAPR would need to wrap around the waist of the wearer and would involve trailing hoses, which would not allow the wearer to effectively control the spread of contamination during use or during the doffing of anticontamination clothing.
The requested material or service meets the minimum needs of the Government.
Yes, as stated above.
The material/service shall be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/functions you have now and how the new item/service shall coordinate, connect, or interface with existing system.
The PAPR systems will replace the emergency-use full-face respirators currently in stock at the Shipyard.
Training will be developed to provide personnel with the adequate proficiency in using this new equipment.
Patent, copyright or proprietary data limits competition. The proprietary data is (Please explain below)
