About this file

This document is a Justification for Sole Source procurement for a specific pressure-sensitive tape from 3M™. The tape is a white, 2-inch wide by 60-yard long product with exceptional temperature resistance ranging from -65°F to 450°F, designed for use in hot work areas at Puget Sound Naval Shipyard (PSNS). The tape features a silicone adhesive with high adhesion strength, including 38 oz./in. width adhesion to steel, 146 lbs./in. width tensile strength, and unique characteristics that make it the only approved tape for specific hot work applications.

The document details the manufacturer (3M™) and its authorized dealer (PLUSSTAR, INC.), with contact information for both. The justification emphasizes the tape's proprietary design, highlighting its ability to withstand intermittent temperatures up to 550°F, its abrasion-resistant backing, and specific technical specifications. The sole source justification is based on the tape's unique properties, which cannot be substituted without prior approval from the C/106 department, making it a critical, specialized product for the government's specific operational requirements.

X Specific characteristics of the material or service that limit the availability to a sole source or particular brand name (unique features, function of the item, etc.).

Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.

Tape is coated with a silicone adhesive for many applications requiring high temperature resistance, high adhesion and a very strong, abrasion- resistant backing. Can withstand intermittent temperatures up to 550°F (288°C) or higher, depending upon the type and duration of the heat source. Adhesion to Steel:38 oz./in. width. Tensile Strength:

146 lbs./in. width. Elongation at Break:9%. Backing Thickness:5.0 mils. Total Tape Thickness: 6.4 mils. Temperature Use Range: -65° to 450°F (-54° to 232°C) Each roll is marked with MFR & PART number for reference. This tape is the only one approved for use with HOTWORK in PSNS and approved by C/106 for use.

_X_ The requested material or service represents the minimum requirements of the government

CHECK & FILL IN ALL APPLICABLE BLANKS BELOW

The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed. Just Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system.
