About this file

This document is a Sole Source Determination for the procurement of five miniCRDs, a deployable FirstNet cell tower and internet access point, by the U.S. Customs and Border Protection (CBP) in Puerto Rico. The total anticipated cost is $177,064, including $34,995 per unit and $2,089 in shipping. The rationale for the sole source determination is that AT&T Mobility, LLC is the only vendor that can supply the miniCRDs, model #B-MD-ATT-SYS manufactured by Rescue 42, which meet the specific requirements of CBP Puerto Rico, including cellular range, satellite backup, FirstNet ready router, onboard power, and portability for domestic flights. The contracting officer determined the price to be fair and reasonable based on market research and comparison to previous purchases. The contract was awarded to AT&T Mobility, LLC on June 14, 2024.
