Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Kansas City VA Medical Center has a requirement for two (2) Artinis PortaLite MKII systems (Part No. NI-PL-SYMKII) to continue clinical research to reduce frailty and enhance resilience in older Veterans. A firm fixed price purchase order with no option years is anticipated. The estimated amount is , and the estimated delivery time is 30 Days after receipt of order.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Artinis PortaLite MKII system captures local oxygen consumption, blood volume, and blood flow in muscle and brain tissues. The system captures this information using near infrared spectroscopy and is a non-invasive device that is placed on the skin above the tissue of interest during an exercise test.
The Artinis Portalite MKII system is one of the items required to develop the study, “High Intensity Interval Training (HIIT) to Reduce Frailty and Enhance Resilience in Older Veterans” that was approved by VA Research and Development Central Office.
The Artinis Portalite MKII system is important because it will allow the Research Service to capture muscle and brain blood flow dynamics in clinical trials as an indicator of muscle/cognitive function and aids in the evaluation of the underlying biology of those tissues. Specifically, this device will provide important information about blood flow in the brain and muscles during exercise. Blood flow within the tissue could be an important indicator of muscle quality and brain health, captured non-invasively, that then could be an important biomarker predicting functional/cognitive decline. This capability will also allow better understanding of changes in brain function and muscle quality in response to interventions, such as short session high intensity interval training, which then allows the research team to design innovative treatments to assist Veterans in maintaining cognition and physical performance during aging. Furthermore, the Artinis Portalite MKII was used in previous VA studies and is essential to staying consistent with previous work (Data collection) and previously written protocols.
