The service or material listed on JML 30896930 thru 30896939, 30906930 and 30906931 is sole source and competition must be restricted to one source, or to only one brand name for reasons indicated below. There are no substitutes available for this material.
Restricted to the following source or brand name. Provide original manufacturer's name. (If a sole source manufacturer distributes via dealers, ALSO provide dealer information.)
Manufacturer: Zetec Manufacturer POC & Phone Nr. Kevin Archer, 425.974.2654 Mfr. Address: 8226 Bracken Place SE, Suite 100 Snoqualmie, WA 98065
_X_ Description of the item or service required, the estimated cost, and required delivery date.
Code 135 requests DLA to purchase Zetec CXB6 mag bias array/bobbin and XP12 array/bobbin eddy current probes to support currently ongoing eddy current inspection on the LND project. Also, because the probes requested are prototypes there is a custom fee associated with each probe.
_X_ Specific characteristics of the material or service that limit the availability to a sole source or particular brand name (unique features, function of the item, etc.).
Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
Zetec (OEM) manufactured all of the existing MIZ-200 eddy current inspection equipment utilized by PSNS Code 135 to perform array and bobbin eddy current inspections on ship’s condenser tubing. The probes requested must be manufactured by Zetec to ensure that the data can be acquired and analyzed with the existing system to accurately determine the condition of the condenser tubing.
_X_ The requested material or service represents the minimum requirements of the Government.
CHECK & FILL IN ALL APPLICABLE BLANKS BELOW
_X_ The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system.
Code 135 currently utilizes the MIZ-200 eddy current system which is manufactured by Zetec to collect and analyze eddy current array and bobbin data obtained from the condenser tubing inspected on board US Navy Ships. The eddy current array/bobbin probes requested interface with the existing equipment to allow the collection of eddy current data required to determine the condition of the condensers inspected. The probes in conjunction with the MIZ-200 system detects conductivity variations in the tubing wall and transmits this data electrically to a storage device for analysis and evaluation. These probes have to meet form, fit and function of existing Zetec eddy current equipment to be able to collect acceptable data.
_X_ A patent, copyright, or proprietary data limits competition. The proprietary data is:
Zetec has proprietary rights to the CXB-6 eddy current array probe designs and the MIZ-200 eddy current inspection system.
These are “direct replacements” parts/components for existing brand name equipment.
_X_ Other information to support a sole-source buy:
Zetec is a NAVSEA approved source for eddy current inspection equipment.
