Amendment 1, RFP No. SOL-688-13-000011

ADDENDUM

1. Section L.5b of the solicitation states “Technical proposals must not make reference to cost data in order that the technical evaluation may be made strictly on the basis of technical merit.” In response to Questions 15, 17, and 26, USAID has indicated that “the technical proposal should contain Year 1 workplan along with an illustrative budget while budget information should be included separately in the cost proposal.” This sentence is inconsistent in itself and as compared with the guidance provided in Section L.5b and best value evaluation principles. Would USAID please remove the requirement for an illustrative workplan budget in a subsequent amendment?

Response: Please read “the technical proposal should contain Year 1 workplan along with an illustrative budget of year one only while budget information should be included separately in the cost proposal”

2. L.12 Part 2 (c) states “Offerors shall propose indirect cost rate ceilings per Section B of the RFP”, but cost question 3 on page 13 of Amendment 1 asks if USAID requires indirect ceiling rates for the program. The response is that USAID requires and intends to apply current Negotiated Indirect Cost Rates Agreement. Would USAID please clarify if ceiling rates and current provisional rates are required in response to this solicitation or should offerors just provide current provisional rates?

Response: Offerors are required to submit along with their cost proposal a copy of their current Negotiated Indirect Cost Rate Agreement (NICRA).

3. The response to cost question 4 at top of page 14 states “As local organizations do have negotiated indirect costs rates, any costs related to local contractors shall be billed as direct costs.” Please confirm that the sentence should state “As local organizations do not have negotiated indirect costs rates, any costs related to local contractors shall be billed as direct costs.”

Response, USAID hereby confirms that the sentence should read “As local organizations do not have negotiated indirect costs rates, any costs related to local contractors shall be billed as direct costs.”
