SUBJECT: Solicitation for Personal Services Contractor (USPSC) – Senior Strategic Information Advisor, USAID/Maputo, Mozambique
Dear Prospective Applicants:
The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications from qualified persons to provide personal services under contract as described in this solicitation.
Application must be in accordance with Attachment 1, Sections I through V of this solicitation.

11. Statement of Work: Senior Strategic Information Advisor, GS 14 Equivalent
I. BACKGROUND:
USAID/Mozambique manages one of USAID’S largest country programs in sub-Saharan Africa, with a total FY 2016 operating year budget of more than $400 million, and an overall total planned budget for the health sector of $1.156 billion for FY2009-2014. Its 150 employees are organized into four assistance objective teams and four support offices implementing programs in health, democracy and governance, economic growth, and education. Mozambique is considered important to U.S. foreign policy interests on the continent. In addition to USAID, United States Government (USG) programs in Mozambique are supported across multiple agencies, including Centers for Disease Control (CDC), Department of State, Department of Defense, and Peace Corps. The scope and innovation of USAID and USG’s program in Mozambique attracts numerous VIP visits and attention. Therefore, USAID programs are subject to intense scrutiny by various elements of the US government, by Mozambican government ministries, and by diverse civil society constituencies.
USAID/Mozambique’s Integrated Health Office (IHO) manages one of USAID’S largest health country programs in sub-Saharan Africa, with a total FY 2016 operating budget of over $200 million. A key objective of the US Mission in Mozambique is to support the Mozambican Government in achieving the Millennium Development Goals and other health objectives by reducing maternal and child mortality through an integrated package of primary health care services, supporting voluntary use of family planning, supporting treatment expansion for and prevention of HIV/AIDS, improving access to TB treatment services, and preventing and treating malaria. To respond to these objectives, the USAID/Mozambique’s Integrated Health Office (IHO), manages and receives funding for multiple presidential initiatives and priority health interventions, including the President’s Emergency Plan for AIDS Relief (PEPFAR), Presidential Malaria Initiative (PMI), Feed the Future (FtF). It is a Global Health Initiative Country and the focuses on systems strengthening, maternal, neonatal and child (MNCH) health service strengthening, and human resources. Improving the collection and the use of data linked to the various health interventions is integral to the USG, USG programs and the Ministry of Health (MOH) in achieving these objectives.
II. MAJOR DUTIES AND RESPONSIBILITIES:
The Senior Strategic Information Advisor will serve both the USAID Integrated Health Office and the USG interagency PEPFAR team by providing technical leadership and assistance to plan, initiate, conduct, evaluate, and coordinate complex health programs in the area of monitoring and evaluation, and as necessary, applied evaluation research, to monitor program implementation, document results, and translate data into meaningful policy and program improvement. The incumbent will play a key role for the USG in developing and enhancing knowledge management systems, data dissemination practices and uses and expanding USG Mozambique’s capacity to utilize various forms of data for informing and driving implementing partner programs. As a member of the Interagency Strategic Information (SI) (monitoring and evaluation) team, the incumbent will provide leadership in this field and will supervise a team of four M&E Development Assistance Specialists and one Evaluation Specialist who are also members of the interagency SI team. In addition, the incumbent will mentor other USAID staff members who are responsible for overseeing USG-funded HIV/AIDS prevention, care and treatment programs. As HIV programs are integrated with other health activities, the Senior Strategic Information Advisor will have responsibility for monitoring and evaluation across the entire health portfolio, including maternal and child health, reproductive health and family planning, malaria and tuberculosis in addition to HIV/AIDS. Finally, in order to promote multi-sectoral synergies within USAID, the incumbent will be responsible for participating actively in mission-wide SI/M&E events coordinated by the USAID Program Office.
This position is the senior monitoring and evaluation specialist in the health sector (health and HIV/AIDS) and therefore deals at the highest levels in terms of overall program results. This position is expected to be able to dialog with PEPFAR’s senior management team as well as the U.S. Embassy and senior level Government of Mozambique (GOM) officials on all data related issues, including those that impact policy decisions.
The Senior Strategic Information Advisor will provide high quality technical assistance to the USAID program, the broader USG program and the Government of Mozambique. The Senior Strategic Information Advisor will substantially increase the quality of USG programs as well as transfer skills and best practices to the GOM programs and institutions.
The Senior Strategic Information Advisor will report to the USAID/Mozambique Integrated Health Office Supervisory Operations & Program Specialist. Support will also be provided to the interagency Strategic Information (monitoring and evaluation) Team as well as to select other Interagency Technical Working Groups including those led by the Mozambique Ministry of Health and Ministry of Gender and Social Action. His/her principal responsibilities include:
a. Lead/Manage USAID/Mozambique’s Monitoring and Evaluation Program (50% Level of Effort-LOE)
The Senior Strategic Information Advisor will manage the monitoring and evaluation component of all USAID-funded health programs including HIV/AIDS prevention, treatment and care programs and activities. In addition, the incumbent will provide technical assistance to USG Mozambique staff and Implementing Partner Staff and programs and will oversee the provision of technical assistance to the GOM.
Specifically, the Advisor will:
1) Provide technical assistance and implementation support to USG Mozambique staff and implementing partner programs with a focus on prevention, clinical care and community care, in the development of data dissemination and knowledge management systems to better analyze, track and manage program data.
2) The incumbent will serve as the lead in designing and implementing of USAID’s evaluation portfolio, including the development of program- and impact- evaluations. Evaluations will range from national-level population to quasi-experimental evaluation designs.
3) The incumbent will develop and implement ongoing program data analysis systems to better monitor, inform and plan current and future implementing partner programs.
4) The incumbent will be required to collaborate with other Strategic Information (monitoring and evaluation) Team members in the development of the data dissemination and knowledge management systems and, where possible, be responsible for ensuring the training in and dissemination of these tools to other USG staff, including members of the various Interagency Technical Working Groups.
5) Work with USAID and other USG partners to develop and finalize documentation required for USG/Mozambique, including the annual Country Operational Plan (COP), Malaria Operational Plan (MOP), and the quarterly, semi-annual and annual progress reports.
6) On request, prepare analytical progress reports and presentations for USAID Senior Management and PEPFAR Senior Management Team as well as the US Embassy. The incumbent is expected to dialog on how findings generated from data might impact USG or GOM policy.
7) Identify short and long term technical assistance required for successful development/implementation of data dissemination and knowledge management systems, when required. Draft, review and edit scopes of work (SOW) and assist in the identification, planning and processing needed to obtain required assistance.
8) Establish and maintain strong linkages and cross-sectoral work with other teams in the design and oversight of data dissemination and knowledge management systems which have synergistic elements, including, but not limited to, the Program Office of USAID.
9) Perform an instrumental role in the development/implementation/refinement of the USAID Integrated Health Office Performance Monitoring Plan (PMP).
10) Supervise the four USAID M&E Development Assistance Specialists and one Evaluation Specialist.
b. Lead/manage Capacity Building in Performance Monitoring (30% LOE) The Senior Strategic Information Advisor will coordinate with other USG agencies to ensure the delivery of systematic and consistent technical assistance to the GOM and to NGO partners in the areas of data dissemination and knowledge management systems as well as other monitoring and evaluation tools and systems. In addition, support will be provided to USG staff.
1) Manage the development and implementation of capacity building programs, workshops, and other participatory activities that will serve to broaden knowledge and practice of effective monitoring and evaluation of HIV/AIDS programs and other related health programs at national, sub-national (e.g. provincial), and partner level.
2) Provide technical expertise; serve as a consultative resource and make technical presentations for senior level GOM officials upon request and as available.
3) Provide on-going in-house training for USAID staff on monitoring and evaluation.
4) Participate on relevant PEPFAR interagency Technical Working Groups, providing technical expertise on data and knowledge management and other monitoring and evaluation tools, systems and issues related to monitoring and evaluation.
c. Liaise and Coordinate with Key Partners (20% LOE)
1) Build and strengthen relationships with key relevant partner institutions, including the Ministry of Health, the National AIDS Council, and other key national and non-governmental institutions in Mozambique to ensure optimal coordination, harmonization, and alignment of monitoring and evaluation processes, data dissemination tools and other developed knowledge management systems.
2) Ensure the ongoing use of disseminated program data for USG program planning. Develop standard templates for presenting USG strategic information to the Government of Mozambique, other key stakeholders, and Implementing Partners.
III. POSITION ELEMENTS:
a. Supervision Received:
The USAID Integrated Health Office Supervisory Operations & Program Specialist will provide overall supervision to the Senior Strategic Information Advisor.
Supervision Exercised:
The incumbent will supervise the Monitoring and Evaluation Specialist and the Site Monitoring Specialist.
b. Available Guidelines
Available administrative guidelines establish a broad pattern of operation that requires frequent need to exercise judgment and interpretation, and provides an opportunity for initiative and innovation. Relevant guidelines include the USAID Automated Directives System (ADS), Emergency Plan (PEPFAR) guidelines, Country Operational Plans, the Mozambique Five-Year Strategic Plan, Mission Orders, and other directives.
c. Post Entry Training
The Advisor will receive through on-the-job training (formal, informal, and self-taught), and will become familiar with the clinical care aspects of the overall IHO portfolio. The Advisor will be expected to quickly obtain a clear understanding of USAID and PEPFAR policies, procedures, and regulations, including the Automated Directives System, Mission Orders, and PEPFAR planning and reporting databases. If the successful candidate is not already versed in USAID monitoring, evaluations, implementation, auditing, and financial management procedures, such training will be provided, including Contracting Officer Representatives/Agreement Officer Representatives (CORs/AORs) training and other training as required.
d. Authority to Make Commitments
The Advisor will exercise the authority given to activity managers and Contracting Officer Representatives / Agreement Officer Representatives (CORs/AORs), and may make administrative arrangements consistent with ADS guidance and Mission and IHO policy. The Advisor takes action and establishes priorities based on available guidelines and professional judgment. Guidance is sought when needed, and superiors are informed of activity and project status. Within the scope of the authority delegated, the Advisor may indicate to ranking counterparts and implementing partner colleagues that they will make a recommendation to USAID on a specific activity, issue, or problem. The Advisor has no independent authority to commit the USG to the expenditure of funds. However, because of the incumbent’s expertise and standing as a highly qualified professional in his/he field, significant weights will be given to his/her conclusions and recommendations when commitments are made by those with the authority to do so.
IV. MINIMUM QUALIFICATIONS AND SELECTION CRITERIA:
Candidates will be evaluated and ranked based on the following selection criteria (maximum of 100 points):
a. EDUCATION (15 points):
Required Education: A Master Degree in social sciences, statistics, epidemiology, demography or other related field is required. Public Health and/or Medical Degree (MD) is required.
b. WORK EXPERIENCE (30 points):
Seven to ten years of relevant professional experience in program design and implementation with a focus on monitoring and evaluation. Candidates with a PhD and five years’ experience will also be considered for this position.
Previous experience working within an international context.
c.LANGUAGE PROFICIENCY (10 Points):
Required Language qualifications: Excellent written and oral language skills in English.
Preferred Language qualifications: Written and oral language skills in Portuguese preferred.
d. KNOWLEDGE (20 Points):
Required Knowledge: Sound knowledge of the main technical and substantive issues related to program/project development as well as monitoring and evaluation with a focus on HIV/AIDS prevention, care and treatment in sub-Saharan Africa.
Good understanding of African social, cultural and political contexts.
e. ABILITIES AND SKILLS (25 points):
Required Abilities and Skills: Demonstrated ability in dealing effectively and diplomatically with customers from a variety of organizations, e.g. public sector and the private sector.
Demonstrated ability to work within a team framework and positive interpersonal skills as well as an ability to work independently with minimal supervision.
Demonstrated monitoring and evaluation system development and maintenance skills, including data management.
Computer literacy with common applications, such as Word, Excel.
