The United States Government, represented by U.S. Agency for International Development (USAID/Mozambique) is seeking applications from qualified U.S. Citizens interested in providing Personal Services Contract (PSC) as described in this solicitation.

10. PHYSICAL & SECURITY ACCESS:

The selected candidate must be able to obtain required medical and security clearances prior to the execution of the contract. Secret level security clearance (or a minimum of an Employment Authorization) must be approved prior to travel to post of duty.

11. POSITION DESCRIPTION:

I. BACKGROUND

USAID/Mozambique manages one of USAID’S largest country programs in sub-Saharan Africa, with a total FY 2012 operating year budget of more than $400 million, and an overall total planned budget for the health sector of $1.156 billion for FY2009-2014. Its 150 employees are organized into four assistance objective teams and four support offices implementing programs in health, democracy and governance, economic growth, and education. Mozambique is considered important to U.S. foreign policy interests on the continent. In addition to USAID, United States Government (USG) programs in Mozambique are supported across multiple agencies, including Centers for Disease Control (CDC), Department of State, Department of Defense, and Peace Corps. The scope and innovation of USAID and USG’s program in Mozambique attracts numerous VIP visits and attention. Therefore, USAID programs are subject to intense scrutiny by various elements of the US government, by Mozambican government ministries, and by diverse civil society constituencies.

USAID/Mozambique’s Integrated Health Office (IHO) manages one of USAID’S largest health country programs in sub-Saharan Africa, with a total FY 2011 operating budget of $204 million. A key objective of the US Mission in Mozambique is to support the Mozambican Government in achieving Millennium Development Goals and other health objectives by reducing maternal and child mortality through an integrated package of primary health care services, supporting voluntary use of family planning, supporting treatment expansion for and prevention of HIV/AIDS, improving access to TB treatment services, and preventing and treating malaria. To respond to these objectives, the USAID/Mozambique’s Integrated Health Office (IHO), manages and receives funding for multiple presidential initiatives and priority health interventions, including the President’s Emergency Plan for AIDS Relief (PEPFAR), Presidential Malaria Initiative (PMI), Feed the Future (FtF). It is a Global Health Initiative Country and the focuses on systems strengthening, maternal, neonatal and child (MNCH) health service strengthening, and human resources. Improving the collection and the use of data linked to the various health interventions is integral to the USG, USG programs and the Ministry of Health (MOH) in achieving these objectives.

II. MAJOR DUTIES AND RESPONSIBILITIES

The Monitoring and Evaluation (M&E) Specialist in the Integrated Health Office (IHO) provides senior expert technical advice and guidance on M&E for the IHO Team and implementing partners. S/he also provides expert technical advice and guidance to USG/FSN staff who will manage implementing partners whose primary activities focus on monitoring and evaluation activities; the USG/FSN staff may also support the IHO Team in managing selected implementation planning and/or tracking systems for which the M&E technical advisor will need to be able to provide advice and guidance. Given that most agreements encompass multiple program areas, s/he will provide expert technical advice and guidance to USG/FSN staff who serve as Contracting Officer Representative (COR) or Alternate COR for other CORs for additional multi-activity agreements as needed. Finally, the M&E Specialist will serve on the Strategic Information Technical Working Group within the U.S. Mission’s Interagency Working Group structure. Health is a cross-cutting issue and the PEPFAR is an interagency effort, so the Specialist must be able to work collaboratively and effectively with other IHO Team Members, other USAID teams and other USG agencies, as well as with implementing partner organizations and other donors.

In a complex and rapidly evolving country context, the M&E Specialist’s responsibilities include regular contact and collaboration, principally at the technical level, with counterparts in Mozambique’s Ministry of Health, Ministry of Women and Social Action, National AIDS Council, and other government ministries and agencies; with civil society organizations and private companies; with other donor and international organizations; and with other USG entities working in HIV/AIDS prevention, care, treatment, and system strengthening in Mozambique, such as the U.S. Centers for Disease Control and Prevention. Monitoring and evaluation of community level prevention and care activities pose particular challenges, including ensuring the reliability of data provided by illiterate or semi-literate volunteers, determining what portion of clients receive which elements of a package of services, collecting information on wrap-around services, tracking quality of services, and obtaining information on referral and follow-up.

The Specialist is required to exercise extensive judgment in planning and carrying out tasks, in resolving problems and conflicts, and in taking steps necessary to meet deadlines. S/he contributes to the management of the overall IHO portfolio.

A. USAID and Interagency Program Planning and Management 40%

1. Together with other members of the IHO Team, and other USG agencies, conceptualize and develop practical and effective refinements to M&E system components in order to ensure their continued effectiveness in documenting implementing partner and overall Emergency Plan program progress.

2. Provide expertise in M&E, data quality assurance and management, and reporting in compliance with USG policy and regulatory requirements. Provide guidance and consultation to the IHO Team, other USG agencies, and implementing partners concerning community- and facility-linked M&E systems and issues.

3. As a member of the Interagency Working Group, Strategic Information Working Subgroup, and other working subgroups, help ensure that USG resources are effectively coordinated and used to optimize the achievement of Emergency Plan goals and objectives, and that these outcomes are clearly documented.

4. Develop appropriate M&E system information and guidance for use in preparing key Emergency Plan planning and budget documents such as the Country Operational Plan (COP), the semi-annual and annual program results, program area analyses, presentations, and briefing documents.

5. Liaise with other USG agencies with respect to M&E needs and results.

6.

Work within the Interagency Working Group and the IHO team to ensure timely dissemination of program data for developing standard templates for data presentations and reviews and maintenance and development of knowledge management systems within the USG.

B. Provide Expert Technical Advice, Guidance, and Oversight and Collaboration with HIV/AIDS and other Partner Organizations 30%

1. Provide senior technical advice and guidance to USG/FSN staff who serve as the COR for assigned USAID-supported cooperative agreements and contracts within the Mission’s IHO portfolio; provide overall technical guidance and leadership USG/FSN staff and to the implementing partners; oversee and review annual work plans and quarterly reports. Similarly, provide senior technical advice and guidance to USG/FSN staff who serve as Activity Managers for USAID/Washington agreements. The IHO’s Community M&E portfolio includes agreements and contracts that focus on M&E activities, as well as other multi-activity cooperative agreements.

2. Provide senior expert advice and technical guidance to USG/FSN staff who oversee the preparation of USAID documentation for acquisition and assistance actions related to her/his portfolio, including new agreements, amendments and incremental funding, draft statements of work, and illustrative budgets; similarly, provide advice and technical guidance to USG/FSN staff who are responsible for preparing quarterly accrual estimates and tracking funds for activities.

3. Provide or arrange for expert guidance to all Integrated Health Office implementing partners on their M&E systems; offer advice on possible improvements in methodologies, record-keeping, verification, analysis and related functions.

4. Collaborate with other USG agencies, and selected Government of Mozambique Ministries, including the Ministry of Health, National AIDS Council, Ministry of Women and Social Action, other donors and implementing partners on M&E matters related to the national HIV/AIDS, malaria, and nutrition programs, among others; collaborate with individual organizations that may benefit from suggestions for improvements in their M&E systems.

5. Oversee and coordinate the visits of short-term advisors, evaluators, and other visitors associated with assigned M&E or program area activities. Visitors may include VIP delegations from the Office of the Global AIDS Coordinator, Congress, the White House, the State Department and other USG entities. Ensure that goals and outcomes of the visits are consistent with Mozambican and Emergency Plan activities and requirements.

C. Monitoring and Evaluation of HIV/AIDS Activities 30%

1. Provide leadership and technical support to the monitoring and evaluation of Integrated Health Office and, as needed, other USG HIV/AIDS activities by ensuring that implementing partner performance monitoring systems are operating effectively, that reliable output, outcome, and impact indicators are established, collected, and analyzed periodically to support management, compliance, and reporting responsibilities. Analyze or arrange for analysis, synthesis, and presentation of program results and information on program areas.

2. Within her/his portfolio, monitor activities undertaken by implementing partners; track progress against program descriptions, implementation plans and annual work plans; assess progress and potential barriers to achievement of results; recommend program modifications to address problems; and document results as part of IHO M&E and reporting systems.

3 Conduct periodic field visits to monitor the activities of implementing partners within her/his portfolio; to assess data quality; to identify and anticipate implementation problems; and work with partners to make the most effective use of available program resources.

Post Entry Training

Through on-the-job training (formal, informal and self-taught), the M&E Specialist will become familiar with the M&E systems and requirements of the overall IHO portfolio. S/he will also obtain a clear understanding of USAID and Emergency Plan and other health initiative policies, procedures and regulations, including the Automated Directives System, Mission Orders, and the Emergency Plan planning and reporting databases. Training in USAID implementation, auditing and financial management will be provided as needed.

III. POSITION ELEMENTS

A. Supervision Received

The M&E Specialist is supervised by the Senior Strategic Information Advisor. Desired results are outlined in broad terms. Possible alternative approaches to achieve these results may be discussed, but the choice of alternatives is often left to the discretion of the employee. Problems of unusual difficulty or those not commonly associated with the professional specialization or activity are discussed and resolved as they arise. The Specialist’s performance is periodically reviewed with regard to progress toward objectives, soundness and effectiveness of decisions and actions, and conformance with policies and regulations.

B. Available Guidelines

Available administrative guidelines establish a broad pattern of operation that requires frequent need to exercise judgment and interpretation, and provides an opportunity for initiative and innovation. Relevant guidelines include the USAID Automated Directives System (ADS), Emergency Plan guidelines, Country Operational Plans, Mozambique Five-Year Strategic Plan, Mission Orders and other directives.

C. Exercise of Judgment

A variety of successful examples exist in the development and implementation of HIV/AIDS activities, but they do not always clearly indicate a course of action. As a result, experienced judgment is required to analyze, interpret and adapt prior experience, and to be innovative. The Community M&E Specialist exercises substantial independent judgment in planning, managing, monitoring and evaluating program activities, in reporting results, and in other important aspects of the position. The work involves many different, complex, and interrelated processes. The political environment requires a high degree of sensitivity and diplomacy in establishing dialogue and developing interventions to encourage improved HIV/AIDS programs. The position requires managing for results in collaboration with a wide range of Mozambican government organizations, training institutions, NGOs, FBOs, CBOs, international PVOs, and other international organizations.

D. Purpose and Impact

The M&E Specialist provides professional technical leadership, advice and guidance in health M&E systems that is vital to the achievement of Emergency Plan goals and targets in Mozambique. S/he is not only a team and implementing partner resource for M&E expertise, but s/he also provides expert technical advice and guidance to USG/FSN staff who manage implementing partners whose primary activities focus on monitoring and evaluation activities, as well as managing other multi-activity cooperative agreements as assigned.

F. Time Required to Perform Full Range of Duties: Six months.

IV. MINIMUM QUALIFICATIONS AND SELECTION CRITERIA

Candidates will be evaluated and ranked based on the following selection criteria (maximum of 100 points):

A. EDUCATION (20 points):

Required qualifications: A Masters degree in international development, social sciences, public health, health care management or other relevant field with a minor or additional training in epidemiology, statistics, operations research, quality assurance, and/or survey methodology.

B. WORK EXPERIENCE (20 points):

Required qualifications: At least ten years of relevant experience in international health care program design, implementation and management, of which at least three years have been in a developing country context and three years have focused on the development and operation of M&E systems.

C. LANGUAGE PROFICIENCY (10 Points):

Required qualifications: Excellent English communication skills, both oral and in written, are essential. Candidate must have the ability to present information, analysis, and recommendations in clear written and oral formats. Good working knowledge (Level 2) of oral and written Portuguese or other Romance language is also required; Portuguese language capability is preferred.

D. KNOWLEDGE (20 Points):

Required qualifications: A thorough knowledge of M&E systems development and operation; sound knowledge of HIV/AIDS prevention, care and treatment in sub-Saharan Africa; and a good understanding of African social, cultural and political contexts.

E. ABILITIES AND SKILLS (30 points):

Required qualifications: 1) Demonstrated ability and experience in the conceptualization, design, management, and performance monitoring of complex development programs. 2) Excellent interpersonal skills, required to establish and maintain a wide range of working-level contacts with HIV/AIDS programs in government, non-governmental, and private-sector circles. 3) The ability to work effectively within team and interagency environments. 4) Strong management and analytical skills are required to strategize, develop and implement effective USAID-supported HIV/AIDS programs; and strong financial management and administrative skills used to track the performance of implementing partners. 5) The ability to interpret, apply, and explain program policy, guidelines, regulatory directives and related guidance. 6) The ability to organize and present information and to draft clear, concise documents. 7) Excellent computer skills, including ease in using database, word processing, spreadsheet and presentation software applications, e-mail, and familiarity with the worldwide web.

Excellent written and oral language skills in English and ability to effectively communicate technical ideas in Portuguese.

USAID will not pay for any expenses associated with the interviews.

Professional references and academic credentials will be evaluated for all applicants selected for an interview.

The applicant’s interview performance and academic and professional reference checks will be utilized to supplement the findings in the initial review.

12. TERMS OF PERFORMANCE

The term of the contract will be for Two (2) years. Start date: Immediately, once necessary clearances are obtained and after written notice from the Contracting Officer that all clearances have been received, unless another date is specified by the Contracting Officer in writing, the incumbent shall proceed to Maputo to perform the above services.

13. SECURITY AND MEDICAL CLEARANCE

The Contractor will be required to obtain a medical clearance from State M/MED prior to service overseas. Also, a temporary security clearance must be obtained prior to travel to post of duty. Until a final adjudication of a secret clearance is received, the contractor shall:

• have no access to classified or administratively controlled materials,

• travel to post by himself/herself only, and

• be authorized no entitlements other than those normally authorized for short-term (less than a year) employees at post.

If the contractor fails to receive a security clearance or employment authorization, the contract will be immediately terminated.

14 . PSC Contractor Benefits (As Allowable and applicable regulations) As a matter of policy, and as appropriate, an individual meeting the requirements of offshore hire USPSC is normally authorized the following benefits. [NOTE: A contractor meeting the definition of a U.S. Resident Hire PSC shall be subject to US Federal Income Tax (including differentials and allowances), but shall not be eligible for any fringe benefits except contributions for FICA, health insurance, and life insurance].

(iv) Pay Comparability Adjustment--Annual across the board salary increase for US Government employees and US Personal Services Contractors. Currently this Pay Comparability Adjustment is frozen until further notice.

2) Education: high school, name, city and state, date of diploma or GED; colleges and universities, name, city and state, majors, type and year of any degrees received (if no degree, show total credits earned and indicate whether semester or quarter hours);

3) Work Experience: provide the following information for your paid and non-paid work experience related to the job for which you are applying (do not send job descriptions); job title (include series and grade if federal job), duties, and accomplishments, employer’s name and address, supervisor’s name and phone number, starting and ending dates (month and year), hours per week, salary. Indicate if we may contact your current supervisor;
