REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT NOTICE NUMBER
SOL-620-12-000002: Amendment No. 01
“Facility Maintenance Services (FMS) for USAID/Nigeria”

Questions and Answers
1. This project is a hybrid contract containing Firm Fixed Price (FFP)/Cost
Reimbursement (CR), Can we also Consider Cost Plus (CP)? The Government will consider this suggestion based on need.
2. Aside from hiring local workers, what are the Federal regulations and/or requirements in hiring oversea workers/staff to support this project? There is no restriction to hiring oversea workers/staff to support projects of this nature. It all depends on the Contractor’s business process and availability of funding to support it.
3. Once we submit the requirements (Statement of Capability), how long should we wait for the RFP to be released? The USG is still in the planning stages of this potential opportunity. Continue to monitor FBO.gov for further updates. Specific dates or firm intent is not known at this time.
4. If there are major defects/repairs encountered during preconstruction survey that needs designer’s attention (i.e. structural, architectural, mechanical, electrical, etc.), are these included to our scope of works or other party? These are existing properties requiring maintenance. The commonest problems are plumbing and electrical.
5. Is this a design/build project? This is a maintenance project (Facilities Maintenance).
6. What will be the mobilization time after contract is awarded? At the moment, no contract is being anticipated from this request for information.
7. Will USAID provide any Life support (food, water, housing, medicine, inter alia) and security service to the selected contractor? NO.
8. There is no mention of hazardous materials within the RFI. Will USAID “own and be responsible for the disposal” of the hazardous materials generated through this contract? Who will be responsible for disposing of the hazardous materials? The contractor will be responsible for disposing hazardous materials, if any.
9. Will security clearances be required to accomplish this scope? If so, how many and of what type? Yes, all staff working under this contract will have to undergo USG security clearance process. The clearance provided will only allow staff to have access to USAID office, warehouse and residential locations.
10. Is there a current contractor in place? Yes.
a. If so, what is the contractor contact information and current contract awarded dollar value? USAID/Nigeria considers this information as proprietary.
However, you can request for this information through FOIA (Freedom of Information Act).

b. If there is no current contractor, is the work being done "in-house"? See answer in 10 above.
11. Is this a gated community? The properties are gated but not situated in one location.
12. It mentions secure space for the Contractor's Representative. Will secure space be provided for vehicles and our equipment? Space will not be provided for vehicles and equipment.
13. We have an associate who may be traveling to Nigeria in July; but definitely in
August. Can we arrange for a site visit that would be mutually agreeable? No.
Inspection is not necessary.
14. We would like to know if companies who are not registered in Nigeria can bid on this solicitation? Yes. However, no solicitation is being anticipated from this RFI at the moment.
a. Will only companies currently registered/residing in Abuja and/or the FCT be considered for the competition? No. All companies are eligible. However, no solicitation is being anticipated from this RFI at the moment.
15. When USAID is ready to officially send RFP's, is there going to be any set-asides for
8(a) or small business firms? No. However, no solicitation is being anticipated from this RFI at the moment.
16. Can you please consider this a set aside for my firm? See 15 above.
