Trade‐Related Assistance for Development (TRADE)
SUBJECT: Amendment No. 2
The purpose of this amendment is to modify specific sections of the RFP as a result of clarifications on the questions received (Attachment 1). The following are the specific sections in the RFP modified.
Under Section I.1 AIDAR CLAUSES, replace 752.225‐71 (LOCAL PROCUREMENT) FEB 1997 with 752.225‐
70 (SOURCE, ORIGIN, AND NATIONALITY REQUIREMENTS) FEB 2012
Replace 3rd paragraph of Section I.8 to read:
Short‐Term Technical Assistance: Any six‐day workweek proposed for short term technical assistance (defined as less than 120 days at a time) is authorized but no overtime or premium pay is authorized for six‐day workweeks.
Replace Section L.8(j)(1), to read:
“(1) The Offerors (including all of their partners, if a joint venture) must separately provide performance information for itself and for each proposed subcontractor whose total estimated cost exceeds 20% of the total proposed offer in accordance with the following:”
Replace Section L.8(j)(4)(ii), to read:
“(ii) To supplement the narrative summary in (i) above, provide with your summary a copy of the most recent SF 294 “Subcontracting Report for Individual Contracts" for each contract (upto 10 recent and relevant contracts) against which you were required to report for the past 5 years.”
Replace 3rd paragraph of Section L.9(d)(1), to read:
“Completed biographical data sheets, Form AID 1420‐17 (see Attachment J.3), must be provided for all personnel as an annex to the cost proposal. Bio‐data forms must be properly completed, certified and signed by both employee and Contractor in the appropriate spaces with all blocks completed, where applicable. Salaries of TCN and CCN personnel must be reflected on the bio‐data form in Philippine pesos (PhP) with a U.S. dollar equivalent. Offerors will state the exchange rate used. TCN and CCN personnel, whose salary histories include salaries in currency other than Philippine pesos or U.S. dollars, must show the contemporaneous U.S. dollar equivalent and state the exchange rate used. For uniformity, use the exchange rate PhP41=US$1.”
Replace Section K.2(a), to read:
“(1) The North American Industry Classification System (NAICS) code for this acquisition is 541990.
(2) The small business size standard is $14 million.
(3) The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees.”
Unless otherwise amended, all other items in the RFP remains unchanged.
