Responsible Trade and Growth Project Design Lead Writer, USAID/Vietnam
2. STATEMENT OF WORK
2.1. SUPPLIES OR SERVICES
Support to USAID/Vietnam Office of Economic Growth and Governance (EG2) to develop a set of project design document for the new project Responsible Trade and Growth in Vietnam.
2.2. DESCRIPTION/SPECIFICATIONS
Background
USAID/Vietnam’s Office of Economic Growth and Governance (EG2) is currently designing a $45-60 million flagship Responsible Trade and Growth Project. The EG2 team envisions to design a project that is specific, has achievable results, and will work to effect systemic changes. The project will contribute to the overall goal shared by Vietnam and USAID, to support Vietnam to become a modern, industrialized society by 2035.
The EG2 Office requires technical assistance from a contractor to oversee the program design process for the new project, in conjunction with the EG2 team. This contractor will be the primary drafter of the Project Appraisal Document and will develop the full solicitation package(s) for relevant activities.
USAID/Vietnam will finalize the PAD to present to the Mission in December 2017 with all approved activities finalized by January 2018.
Purpose of the Assignment
The main purpose of this contract will be to serve as the lead for the Responsible Trade and Growth (RTG) Project in order to draft and finalize the Project Appraisal Document (PAD) and draft relevant Statements of Work/Programs Descriptions for new procurements. The contractor must perform these tasks while closely working with the design team to regularly engage relevant Vietnamese counterparts to facilitate the host country project approval process and ownership.
To inform the design, USAID/Vietnam has commissioned a series of studies and will engage in robust stakeholder consultations to determine precisely what the project purpose will be. Preliminary findings from these assessments will be available in September. The contractor must work with the design team to integrate the findings into the final PAD.
Required Tasks:
● Meetings with Assessment Teams: The contractor must be present in-country to meet with the Governance and Trade and Growth assessment teams for the Mission out-brief and sharing of key findings which will occur in o/a mid-to-late September 2017. Additionally, the contractor must meet with the DC-based MSI (Management Systems International) contractors who conducted the recent midterm and trade evaluations for USAID’s Governance for Inclusive Growth (GIG) activity, as well as the USG team members who participated on the Rule of Law assessment in 2016.
● Facilitate Project Purpose Definition Workshop: Immediately after the design teams have finished their fieldwork, the USAID members of the assessment teams will join the core design team to synthesize information and refine the project purpose. This 3-day workshop, funded by USAID, will take place in Hanoi late September 2017. The contractor must facilitate this workshop to finalize the project purpose and identify the main Vietnamese project counterparts.
● Weekly phone calls: When working off site, the contractor must participate in/lead weekly conference calls with the design team. This will be for information sharing as well as to ensure that the PAD design adheres to the schedule. As many design team members are located outside of Vietnam, they will share relevant files and data electronically, using a shared drive.
● Consultations with key stakeholders: In order to ensure maximum support and ownership by the
Vietnamese counterparts and the Ministry of Planning and Investment (MPI), the Responsible Trade and Growth (RTG) design team, including the contractor, will provide regular updates to the potential counterparts, including sharing draft SOWs for their input. The contractor will be responsible for developing an engagement strategy for USAID to effectively engage key counterparts and facilitate project support and approval throughout the design and procurement processes.
● Finalize the Project Appraisal Document package: The contractor must work with the RTG design team to coordinate, draft, and finalize the PAD document and all required annexes per ADS 201.3.3.
Draft SOWs must be included as Annexes. USAID/Vietnam has enlisted the help of a team of gender experts and Monitoring, Evaluation and Learning (MEL) to provide technical inputs for the MEL plan and gender assessment.
● Mission-wide presentation of Project Appraisal Document: In consultation with the core design team, the contractor must present the PAD to the USAID/Vietnam Mission. This presentation is tentatively scheduled for December 8, 2017. The PAD, with Mission inputs, must be finalized by December 15, 2017, or one week after the PAD has been presented to the Mission.
● Finalize Statements of Work: After the PAD and related activities have been approved, the contractor must finalize the draft SOWs by January 6, 2018.
Relationships and Responsibilities:
The contractor will report to and submit all deliverables to the Deputy Director of USAID/Vietnam’s Economic Growth and Governance, or designee.
USAID staff will support the contractor with information to support the drafting of the deliverables of the contract.
The contractor is an advisor to the EG2 team and is not USG employee. As such, the contractor must not speak on behalf of the USG or formally represent USAID/Vietnam.
3. LOCATION AND PERIOD OF PERFORMANCE
The period of performance for this purchase order is o/a September 4, 2017 - January 19, 2018. The contractor is expected to work remotely for the majority of the time, checking in regularly with the Vietnam-based design team.
The contractor must be in Vietnam working full time for approximately 7 weeks:
● o/a September 11 - October 1, 2017
● o/a November 27 - December 15, 2017
