(3) Section L is amended to incorporate a new sub-section L.9 provided below:
“L.9. PRE-PROPOSAL CONFERENCE :
The Government will hold a pre-proposal conference to discuss the requirements of this solicitation on November 9, 2011 at New Delhi. Firms/Offerors interested in attending this conference are required to register themselves by sending an email to Mr. Arun Sehgal at indiarco@usaid.gov by NLT 10AM on October 28, 2011 (New Delhi Time) providing names of the representatives attending the conference. A maximum of two representatives from a firm are allowed to participate.
The information regarding the venue for the conference and any other related information shall be posted on FedBizOpps in the near future.

ADDITIONAL QUESTIONS AND ANSWERS
Question 1 - Should the CVs of non-key staff be included in the proposal?
Answer: CV’s of non-key personnel are not required to be submitted. Also, refer to USAID’s response to Question 40 in the QAs published as part of the RFP amendment on October 3, 2011.
Question 2 – Can USAID limit the number of SF294’s provided with the submission? “Under the instructions for Past Performance on page 109 of the RFP, offerors are required to provide a copy of the most recent SF 294 for each contract that had reporting requirements for the past 5 years. For some offerors, this will be dozens or even hundreds of contracts. This situation is similar to Past Performance, where the number of references is limited to five, though offerors could list dozens or hundreds. To reduce the volume of material to be prepared and reviewed, could USAID reduce the number of SF 294s sought (e.g., to 5 contracts over the past 5 years)?”
Answer: Offerors may submit SF-294s for three contracts per year over the past five years, i.e., a total of 15 SF-294s. Also, in accordance with USAID’s response to Question 23 in the QAs published as part of the RFP amendment on October 3, 2011, offerors may submit the SF-294s on a CD-ROM and include the CD-ROM as a part of their hard copy technical proposal submission.
